It is perfectly valid as an error report and may be a bug, but there isn't enough information for a developer to work on it as a bug, therefore it is Incomplete. My upgrade to 15.10 failed due to this bug. Why is it incomplete? i have had this confiquration problem, or ubuntu bug for six months, if i recollect correctly.
