Last useradd/groupadd call must have forgotten to release the lock, but it's difficult to tell why. FWIW last package to previously add a user/group was dbus: Adding new user `messagebus' (UID 108) with group `messagebus' ... Removing /etc/gshadow.lock manually and running 'sudo /usr/sbin/useradd -d /var/run/sshd -g nogroup -s /usr/sbin/nologin -u 112 sshd' resolved this.
