Public bug reported: The eucalyptus init scripts check for the number of loop devices, which is set to 8 in Ubuntu.
Eucalyptus requests 32 loop devices for for mounting the root filesystem to inject credentials. the storage controller uses it for volumes. you run out pretty quick with the default (8). The Ubuntu kernel provides 8 by default, but more can be created on the fly.
