Binary package hint: apache2

Running "/etc/init.d/apache2 stop" as a normal user gives:
 * Stopping web server apache2                                           [ OK ] 
This is incorrect, my user has no permissions to stop the web server. The 
server is still running:
$ ps ax | grep apache | grep -v grep

This is on Karmic, with the newest Apache version available in Karmic.
