Bug description:
  Contacts UI is shown in English although I have chosen Finnish as a
  language.

  Seems like .mo files are not included in language-pack-$-base debs:

  abc@Standard-PC-i440FX-PIIX-1996:/usr/share/locale-langpack/fi/LC_MESSAGES$ 
apt-file search gnome-contacts.mo
  abc@Standard-PC-i440FX-PIIX-1996:/usr/share/locale-langpack/fi/LC_MESSAGES$ 

  Also tested in German language, the UI in English and langpack doesn't
  have its de .mo file.

  进入live 模式实用，Desktop没有翻译。见附件。

  Please see the attached image, all standard folders like Public,
