 Interesting to learn that the count for Telugu is 2534. But I feel that not
more than 20 people use Telugu as UI, based on my experience on linux
mailing lists and interaction with users. Does this statistic record
installation of  a language pack rather than usage?

 Yes, that's correct, it tracks installations, from the popcon data:
 http://bazaar.launchpad.net/~dpm/+junk/langpacks-by-inst/view/head:/get_data.py#L33


 I have been following the popcon stats in order to figure out the real
 number of Greek installations of Ubuntu.
 There should be a multiplier that you apply to the value that popcon
 gives you, and you get the total installations for your language.
 If you can get a random group of Ubuntu users in your country, you can
 check their computers and verify
 how many of them have actually enabled to send these popcon stats.
 Then you can adjust the value that popcon gives you.

 Even if your random group is not random enough (for example, there are
 advanced users who tinker every option),
 then you can use this ratio to establish the lower bound of Ubuntu
 users for a specific language. For example,
 if half of your random group uses popcon and installed the langpack,
 then AT LEAST the double of your popcon number corresponds
 to the minimum of Ubuntu users for the said langpack.

Can you share this so could charts for other langs?
The X axis could do with better labeling.
