I talked about this with Martin Pitt on IRC, and he pointed at a couple of clarifying resources. I'll try to explain the process. (Martin, please fill in and/or correct me if needed.) There is a PPA with langpacks which are updated every two weeks: https://launchpad.net/~ubuntu-langpack/+archive/ppa?field.series_filter=trusty However, released Ubuntu versions, aka stable releases, are not updated automatically. Instead, as regards 14.04, langpacks may be copied from the just mentioned PPA to trusty-proposed, and then to trusty-updates if tested successfully. There is a wiki page which outlines the simplified testing procedure applying to langpack updates. It's also used to document the test result for respective language. https://wiki.ubuntu.com/Translations/LanguagePackUpdatesQA If I understand it correctly, translations for LTS releases have typically been updated before the point releases (14.04.1, 14.04.2, etc.) in the past. Ubuntu 14.04.1 is scheduled to be released on July 24th. I added a 14.04 section to the wiki page for the purpose with the 1:14.04+20140522 version of the langpacks. I've wanted to create a list that it's not exhaustive, but that covers as much as possible a fully translated UI for the release date on real devices. The final list of apps that will be shipped on those devices has not yet been defined, but most likely File Manager and Terminal won't be pre-installed by default on phones and tablets, as they are developer (or power user) tools. However, they will be available for easy installation from the Apps scope. In summary, the projects are translatable and can be translated with the links you posted, but I've not added them to the stats page, as I've wanted to keep focus on the essential translations.
