I wrote on Canonical’s Discourse YEARS AGO about you needing to host your own instance and leverage your own people; that way your established language communities don’t do double work. That would be because Trusty doesn’t use gnome-control-center anymore, but a fork called unity-control-center, which was announced a while back. You need to update translations in the latter to see the application translated, as pointed out in the report.
