The strings were imported fine.
Looking at the package publishing history at:

It seems that a new upstream version (0.9.2-0ubuntu3 -
0.9.3-0ubuntu0.1) has been uploaded to the natty-proposed repository.
Looking at the changelog at
https://launchpad.net/ubuntu/natty/+source/shotwell/0.9.3-0ubuntu0.1, it
seems to indicate that a bunch of untranslatable strings were made
translatable, which is probably why the upload to natty-proposed exposed
those previously untranslatable strings in Launchpad.
Also, I really don't like that they (Shotwell authors) change
Last-Translator ..
I haven't seen that, so I lack a bit of context, but I would suggest
filing a bug against Shotwell for that.
