[ubuntu-uk] Streaming video on variable bandwidth connection?

Hey guys,

Can I pick your brains please. :)

I'm trying to work out what technology to use;

Situation:
Mobile Linux computer connected via 3G/GPRS to internet.
The computer is likely to encounter fluctuating connectivity where it 
connectivity drops between low GPRS signal, full HDPSA signal and 
completely offline.


Objective:
I'm trying to find a technology to stream [live] video from a V4L2 
device to 'the internet' over the able connection. The connection only 
needs to be one way.


Caveat:
Ideally I need to work out something that makes a 'best effort' 
judgement based on the amount/quality of bandwidth available and and 
streams the best picture it can. Eg. Where loads of bandwidth is 
available, there is a nice picture and where there isn't, there isn't a 
nice picture, but there isn't nothing.


Does anything like this exist?

Ideally something I can pull the video out in something resembling a 
sane format would be cool.

Bonus points if it's easily scriptable...

[ubuntu-uk] Local Council Meeting

does anybody recall the discussion about contacting your local council
members about ubuntu a while back?
Well I just got invited to a meeting to discuss this with David Lloyd!
I would be grateful if one or two others accompanied me to this
meeting as I am not the most experienced linux user out there.
for those who do not recall the discussion it was about persuading
local governments to switch to linux to save money in the latest
budget cuts.

[ubuntu-uk] FOSS Friday drop-in - volunteers welcome!

If anyone's got an hour (or more) free on Friday afternoon and can help
out: 

FOSS Friday moves back to first Friday of the month, 4 February 2012,
12-7pm at our workshop near Tower Bridge as usual. Come along for free
advice, help and support on reviving older PCs and laptops and finding
Free Software alternatives for the everyday needs of non-profits.
