I believe Elpa Tech

www.elpatech.co.uk
will be able to supply a Ubuntu pre installed PC, although they are
not really set up to offer ongoing (conventional retail) supprt for
the Ubuntu, you will need to get that from here for example.

Laptops are not so easy as desktops because they often have
proprietary items buried inside.

Novatech have a retail unit near to me and I have bought a couple of
desktops from them. However, as a company they are not interested in
anything but Windows and even in their Linux related forums it is very
hard indeed to get useful information. I am not impressed.

Linux Emporium are excellent and have a fantastic reputation. You do
pay quite dearly for this though. If you want a pc, elpatech are
fantastic with good prices. If you want a laptop, it is not quite that
easy! I honestly think that all the worthwhile things have already been
said on this thread. Now go pick a barebones laptop you would like to
have and run it by us! Or visit Amazon (or e-bay) and pick a Linux
computer. There are plenty! Generally, if it comes with any flavour of
Linux, it is likely to run Ubuntu.

The writer did indicate limited funds are a feature.
