on that page is 3.6.1 rc2.

Currently he has 3.6.0.2 installed, and Apt thinks that the latest
available version is 3.6.0.2. Uninstalling the current version shouldn't
suddenly make apt realise that 3.6.2 is available; if it can't find
the new version now, then the bit that's wrong is the bit that
retrieves package lists from repositories, not the locally-installed
package itself.

In short - the problem isn't in what apt thinks is installed, it's in
what apt thinks is available.

Last time I checked, a few packages had failed to build and we're 
stopping it from being upgraded.

You shouldn't. Purging before reinstalling should be exactly the same
as simply upgrading, but with the additional erasure of any
configuration.

Do you need to apt-get purge libreofice* and apt-get autoremove before trying 
to install latest version?
