It will be a fresh installation on a new hard drive. Rather than use my exisitng CD, plus downloading about 400Mb (guessing!!) of upgrades, it will be better to use the new CD. Also, I will then have the latest CD if I need to install in the future - either a reinstallation on my machine, or one on another machine. If you're already running Ubuntu 8.04 and you've updated using update-manager then you will already have 8.04.1. Of course if it's for another new install then that's something else.
