So I found out, why those hangs occur (or better: how to heal them):
till now I've had a script in my autostart-section which essentially just 
disabled the dgpu (the power-gpu).
It seems like X.org or something isn't happy with getting robbed a card while 
it is running.

So my solution/fix is:
Deaktivating the card before X.org is even started, by setting up an 
Upstart-Job:
$ sudo nano /etc/init/disable-gpu.conf # content at: 
http://paste.ubuntu.com/6131570/

Now everything (including Audio, which had a separate bug) works fine,
no hangs at shutdown, no problems at suspend/resume, no problems at VT-
switching.

I still didn't test your package (see comment above for details),
but I cleared the cause for this Problem: Ubuntu now detects the right amount 
of monitors and doesn't run into this problem any longer.

When -seat option is passed to Xorg with an argument other than
seat0, the following options are enabled by default:

* Disable VT switching --- no need of setting Option DontVTSwitch in
xorg.conf's ServerFlags section.

* Enable VT sharing --- no need of passing option -sharevts to Xorg
command line.

* Enable option GrabDevice for input drivers (e.g. evdev) --- no need
of setting this option in xorg.conf's InputClass section.

I have a serer I log in to for running applications.  This server uses
Xvfb, as I use librsvg in my software, and it apparently requires Xvfb.
I am trying to resolve an issue: Xlib:  extension RANDR missing on
display :3.0

My research indicates that this is due to XINERAMA.  Looking at Xvfb, I
see that Xvfb hase two options that may be helpful : '-xinerama' to not
use XINERAMA, and '-extension XXX' to not use that extension. The
problem is, Xvfb completely ignores both of these options. I've tried
every premutation I can think of, and I always get this when starting
Xvfb Initializing built-in extension XINERAMA.

I have tried to disable other extensions just to see if '-extension'
would prevent any extension from being loaded, and it does not.  No
command line options change what extensions are being loaded.

Depending on how you look at it, this may or may not be considered a
bug.  The problem developed immediately after replacing my graphics
adaptor because upgrading to Ubuntu 13.04 failed stating there was a
problem with my video.

What happens is a bit strange because the problem is self correcting but
fails after restarting for reasons that are unclear - to me at least.  I
think perhaps the system recognizes that it is having problems when it
first comes up and then cycles through alternative configurations until
it finds one that works; and when I say works, it works perfectly.  The
scenario is as follows:

1.  I start the day by booting up the cold system.  It comes up with a
screen that though largely correct, is rapidly fluttering back and
forth, but no so badly that I can't log in.  However logging in then
brings up a blank gray screen that is also rapidly fluttering.

2.  I then toggle my monitor, keyboard and mouse to my MS Windows 8 box
and check email, the news, etc., and after awhile switch back to my
fluttering Ubuntu box, still with a fluttering blank gray screen.  I
then do a hardware reset and switch back to my MS Windows Box and browse
the news more in depth this time.  Finally after awhile, I switch back
to my Ubuntu box and find the screen now is no longer fluttering with my
login screen.  I login and everything continues to work perfectly.

3.  The next day, I start at step 1 again because try as I might, I
can't find out how to save the working configuration.

The default-display-manager contains:

/usr/sbin/lightdm

and /usr/bin/Xorg is some sort of ELF file.

Most of the fixes I've found are ones that update xorg.conf but since
a system wide search has not located a xorg.conf file, presumably
something else is being used.

My hardware according to the Asus box is:

HD 6450 SILENT/DI/1GD3(LP)

the Part No.:

90-C1CQ0F-L0AANAYZ

and the serial number:

D4C0YZ239187

The lspci command nets out to:

02:00.0 VGA compatible controller: Advanced Micro Devices, Inc.
[AMD/ATI] Caicos [Radeon HD 6450/7450/8450]

Presumably this will net out to some sort of reconfiguration, or more
likely a means to save the currently working configuration (I am, by the
way, reporting this bug on the failing box after a number of reboots
and hardware resets before finally arriving at the now perfectly
operational screen).

Any thoughts would be greatly appreciated.

If any additional information is needed, let me know and I'll provide it
as needed.  I've tried to pare down much of the data I've gathered to
provide that which I thought to be most meaningful.

I have found twofing at http://plippo.de/p/twofing.htm. It is very
promissing but they say that it only works on the Eee PC T101MT with
eGalax touchscreen and I have the Lenovo Thinpad Twist with Atmel
touchscreen.

Yes, the right-click gesture of comment #7 comes from the Wacom driver.
If I remove /etc/X11/xorg.conf.d/50-wacom.conf again (or the Atmel in
it) then the gesture goes away and I get the three- and four-finger
gestures back.

xserver-xorg-glamoregl is not in main, so xserver-xorg-video-radeon is
not being built with glamor support in the ubuntu archive.

if you apt-get install xserver-xorg-glamoregl, apt-get source xserver-
xorg-video-radeon, then build and install the deb locally,  there will
be 3d support. When xserver-xorg-glamoregl moves from universe to main
the xserver-xorg-video-radeon package will include glamor

Thanks for taking the time to report this issue and make Ubuntu better.
To confirm, did you restart your machine after changing /etc/hostname
and /etc/hosts? Generally speaking changing the hostname without a
restart can cause the issues you're describing, because the previous
hostname is cached in the running applications (such as the graphical
display system).
