After looking at the khronos registry spec VK_AMD_rasterization_order : extension revision 1 seems to be the key to have basic vulkan support on mesa 17.2.2 for amd cards. The other 3 are too new. I guess this isn't really a bug but more of a much needed feature request to enable it.
