ill, given this is issue is HDMI CEC related, there is no evidence this
has anything to do with xorg. Despite this:

1) Could you please advise to the full manufacturer and model of the TV?

2) Is this something that started to happen after an update?

Yes and no... That other bug has the precondition "If -synaptics is
installed", which implies that one needs to be fixed for the case where
synaptics remains installed. This bug however is fixed just by ensuring
synaptics gets uninstalled.

To advise, 4.14 kernel is not supported in Ubuntu. Also, it looks like
you have a PPA installed which may impact this issue.

To clarify, if you return to the Ubuntu kernel, and uninstall the PPA,

What are you using to capture the boot log? It shouldn't be too
difficult to record a video of the screen with a cellphone or camera
while it is booting up.

Don't worry about the different variations of bad booting. If it doesn't
boot properly in any way then post a video of the failed boot,
screenshot of when the boot stopped dead, etc. Developers just need
something to get a better sense of the issue.

downloaded bionic cdimage yesterday, watched youtube with it today,
20min into a video (at 1.5 speed) it locked up, first the captions
stalled, then the captions caught up, then they stalled again, then the
video stalled but sound was still going, then the sound stalled too, all
quite like what happens under xenial, tho here i couldn't even move the
mouse anymore, hitting various ctl-alt-Fn did nothing, unfortunately i
hadn't installed openssh-server...

They are in the PPA store before, but I do not know how compatible my signaling 
system was when I guessed the reason for two weeks after the previous update 
...?
Another point is that it is not normal to overwrite the gnome for a download 
update  (?!)

@mahen I can confirm, logging in through ssh and issuing 'killall -9
vlc' unfreezes the desktop after a few seconds.

Jumping back and forth in  the video timeline really encourages a total
freeze.

This might be the solution --- at least the programs I use often in black 
background unreadable drop-down menus :)
You had to install and configure gtk-theme-config (1.2.1-0ubuntu1) (eg. 
https://imgur.com/XCnzSJr)

Unfortunately, I can not find the root cause, but it is sure that mesa
and nvidia update came in at once, after which it happened.
