just some summary thoughts in addition to point to some anomalies ..

the "failures in lightdm appear to correspond with shorter journal logs .. 
so certain processes are not running as expected .. 

plymouth also does not appear on the screen .. 
as it needs the proper graphics support ..

I've been merrily switching between OS's without this kind of issue for more 
than 10 years .. 
the behaviour changed recently in the last 30 days .. 
it was fine prior to that .. 
This is a regression bug and will annoy anyone working with multiple instances 
of disco xubuntu for testing..

yes it is particular to intel graphics.. i915 based

I have another older laptop amd/ati based which does not react this was
way

no it is not a show stopper except when the power button refuses to
work..

I'm trying to figure it out .. thus the questions.. sorry if that is
inappropriate.

But it just happens I am unable to install anything, including simple apps
from Ubuntu's repository.

The message I get is something like:

"The package system is corrupt... "

I wonder if the only way out is to forget the past and to try and reinstall
everything... maybe even it could be best to wait for version 19.04 (LTS?).

Ok, so xrdp in bionic builds modules for the xserver, which won't work
with the HWE xserver. These modules got since split from src:xrdp as
src:xorgxrdp. Note that xrdp in bionic did not have these modules, so
this issue is new with bionic HWE and wasn't expected.

So it does look like xrdp in bionic would need a HWE version. BTW, does
your xrdp-next built against HWE work with stock X?

"original" disco install always works fine, so I don't think there's a
valid bug here at all?
