I'm not sure what changed to make 19.10 heavier than 19.04, but I can
explain what you are seeing.

What you are seeing is an OpenGL-based application (Firefox or Chromium)
that is being forced to update its entire window constantly. Since it is
OpenGL-based, gnome-shell does not have the opportunity to identify just
the small area of the screen that is changing, but has to update the
entire application window at full frame rate. To do that in software
without a GPU is expected to use a lot of CPU and multiple threads,
sorry.

Having tried the "modesetting" driver for a while, I find it suffers
from severe screen tearing, which makes it practically unusable.  I
prefer the half-broken intel driver!

I can confirm the bug, exact same behavior here. Upgraded from ubuntu
19.04 and same flickering effect.

 * I open the Tweak tool window
 * I try to hover one of the left menu's items -> it flickers, I can not manage 
to click on a menu item sucessfully
 * If I resize the window (I have  to make it larger so that the menu displays 
larger), then the menu works as expected and the flickering effect disappears - 
I have to do it everytime I launch the app, though.

Well, the same problem happens in the "Parameters" dashboard. If I get
it well, there are three breakpoints:

 * no left-menu displayed
 * a narrow left-menu displayed
 * a larger left-menu displayed

In the case of a narrow left menu, flicker happens at least in the Tweak
tool and Parameters app. See attached screenshot (flickering happens at
a much higher framerate than the gif displays it, as if width were
computed in a loop)

Acer aspire a715-71g. Same problem. Laptop overheating when i switch on
nvidia proprietary driver. On ubuntu 17.10 it worked fine.
