Public bug reported: This is very weird. My screen flickers most of the time. I'm using NVIDIA's latest 313-updates drivers on Ubuntu 13. Even when I go into BIOS, it flickers there. So this means the graphic card must have buggy drivers that were installed by this NVIDIA's package. For even weirder reasons I cannot explain, the screen didn't flicker yesterday evening. But is back flickering today all day until recently, it stopped flickering again. It stopped flickering while I was upgrading the linux kernel from 3.8.0.20 to 3.8.0.21 but I am not sure if this really was the reason. I had a similar weird flicker today but on Ubuntu 13 + GeForce GTS 450. Looked like on the above videos. Even when I restarted and entered the BIOS screen the flicker was still there.
