I haven't seen this happen on any Ubuntu version with any of the
following AMD cards: ATI RV370, HD 4200, HD 4200M, HD 4870, HD 6850, HD
6870, HD 7950, HD 8570D. You really shouldn't be using Catalyst unless
you have a RadeonSI card.

I can cofirm that the issues with high CPU usage in a lot of programs,
and primarily Xorg, is solved with Ubuntu 14.04. However, it still
occurs in Ubuntu 13.10 and prior, though does not occur in Ubuntu 12.04.
Furthermore, other than simply having a lot of my programs now using
much lower CPU usage, the desktop is more more responsive.

At this point, if you are still using Ubuntu 12.04, either add the Oibaf
PPA or upgrade to the Raring Enablement Stack.

Raring LTS Enablement Stack:

xserver-xorg-lts-raring libgl1-mesa-glx-lts-raring

Oibaf PPA:

Firstly, there is the problem that Mesa is heavily outdated (9.2.2).
Mesa 10 officially releases on November 27th but it would be highly
admirable to see it arrive here earlier.

Secondly, RadeonSI+ demands/requires Mesa to be compiled with LLVM 3.4
or else it will be stuck at OpenGL 2.1 and littered with missing
features, bugs, and low performance.

This flicker is far worse on GCN hardware (Radeon HD 7xxx). The instant
you boot into Ubuntu with the open source radeon drivers, there is
massive amounts of black boxes flickering all over the screen. Even with
xorg-edgers/ppa like above, it does not solve the issue. The only driver
GCN hardware is functional on is fglrx.
