I have to add my experience to this:

The workarounds work well to enable the devices. However, the Wacom
devices disappear when putting the laptop to sleep, requiring me to
reboot the machine instead.

It most likely is the case. I was looking for any default config file
which may be defining the touch preference to 'relative' instead of
'absolute.

Timo: I already tried this with the guest account.  My wording in the
original bug is unclear, and Jason did provide with a more accurate
description:  The Touch device is set to 'relative' mode on login rather
than 'absolute'.

I can set it to absolute manually using xsetwacom, however, this would
be lost on suspend/resume or a logout.

New data on the issue:

It would appear this only occurs when the system is started up with an
external monitor attached.  Booting or rebooting without the external
monitor has the X server properly detect the displays and allows for a
hassle-free experience.

Upstream would need to be informed of this detection issue.

I can confirm that multi-touch does not work on touch-enabled Wacom.  My
laptop's screen is detected as a Wacom touch interface and it does not
offer multi-input.

This is mainly due to the removal of the evtouch module, as it did not
receive much upstream development, and whose code wasn't quite as
polished as it could be.

Future developments with utouch should correct this.

@Chase : I reverified the list of available input devices, my screen was
indeed detected as a Wacom screen with touch.

Since the Linux Wacom driver doesn't currently support mult-touch (as
mentioned here:
http://sourceforge.net/apps/mediawiki/linuxwacom/index.php?title=Gestures
) this will need to wait until utouch and Xorg properly implement multi-
touch.

I'll be monitoring the Xorg and uTouch development to see if and when a
first implementation is available and will test it out as it comes.

I can confirm I'm not a Ubuntu developer.

I'll look to see if I can video the touch support in previous releases
as demonstration.  I used to be able to use two finger pinch and scroll,
and was really hoping to use Natty's other touch-based interactions.

Incidentally, I'm not using a Wacom product, but it may have been
detected as such.

I'll look to find any documentation on uTouch, to see if there's
anything related to this particular issue.

This issue is present on kernel 2.6.32-24, which, as you know, is used
by the LTS release.

I tested with a Dell Latitude E6410, as well as with an EEEPC.  The
EEEPC worked fine, but the Latitide does not show any display.  I was
able to install by using an alternate installer.

I attempted to use GRUB options such as video=LVDS-1:e, video=LVDS-1:d
and acpi=off, with no success.

Expected behavior:  Stylus tips to behave as a pen and eraser, the
scroll wheel to function, middle and left click to respond to input.

What actually occurs:  The stylus works perfectly, but any input to the
scroll wheel sends the cursor to the top left side of the screen; the
middle click causes the stylus movements to slow or stop, and does not
input as a middle click; the left click does not respond at all, and/or
slows down the stylus input.  Additionally, the pad buttons send the
cursor to the top left area of the screen:  The left button also doubles
as a left click, while the right button simply moves the cursor.

This is disappointing, as I use Ubuntu as my work desktop, and my tablet
was working perfectly in 9.10.  My installation was clean, made using
the LiveUSB which hasn't given me any issues in the past.
