I confirmed that the workaround to kill unity-panel-service also works for me. 
Samsung 940X3G/930X3G laptop running intel haswell 
Simply switching VTs does not.

Hit this today for the first time.
Reboot resulted in the same condition, had to do a shutdown and cold boot.
The power button also did not work (to show the boot options)

I have the same issue on a samsung series 9, first hang was on 3/20. I also 
have the issue with apport crashing trying to do the report.
I am running 12.10 with the proposed repo.

synclient LockedDrags=0 restores the previous behavior but this of
course resets each boot. Previous behavior being the selection ends when
the finger is raised.

I do not see selections start in a single tap when LockedDrags is
enabled. A double tap is required to begin, and a single tap or timeout
to release.

This sounds like the behavior expected now that Synaptics locked drags
is enabled per https://lists.ubuntu.com/archives/ubuntu-
desktop/2012-February/003694.html

The user must add a final tap to end the drag/selection, or wait for the
timeout
