I have installed 14.04 dev image (amd64) to a virtualbox install on the
hardware that had the issue.  The install was successful and the command
was executed.

Please let me know if this is what you were looking for.  (I do not want to
install the dev version on the hardware at the moment.)

 was encrypted during the original install.)  I followed instructions to
 change the swap so it was not encrypted.  Then the boot would display no
 signal on the reboot.   I followed instructions to change the grub
 settings/params from quiet splash to nomodeset.
   Now the system settings cannot detect the monitor (monitor is Acer
 S211HL)

After installing fglrx - Video driver for the AMD graphics accelerators
then video is working again.

Public bug reported:

After the upgrade of ubuntu to 13.10 there were multiple problems.  There was a
