on my laptop (xiaomi notebook pro), ubuntu 18.10 amd64, standart ubuntu desktop 
(gnome-shell), no application running
just activate second display in gnome tweak, let it lock itself
the fan is going fast, simply moving the mouse and the fan slow down.
wrote a simple script to append a top every minut in a log file, show that 
gnome-shell consumes 100% when locked.
workaround : disabling second displaying and no more CPU usage / fan noise when 
locked.

when the computer stays locked for a long time (let's say, the whole night), a 
taskbar appears on top of the lock screen.
when unlocked, it seems that there is 2 taskbars (with little margin 
differences, see attached screencast).

config : ubuntu 18.10
standart ubuntu desktop
dock configured at bottom
no gnome extension activated
many applications running (haven't done the test without apps running)

apps are still launchable, only the margin difference is annoying.
haven't tried to launch app from the lock screen, it may be a security issue.

a good solution si to change the shortcut to
gksu "nvidia-settings"
in order to run as root, and so you can save xorg.conf in /etc/X11 .
this is normal, as the shortcut is in the "system" > "administration" menu.
