AMD recently dropped the support for all pre-evergreen hardware (older than Radeon HD5000) from their Catalyst driver and the last version which supports this hardware is 12.6[1]. However, fglrx 12.6 doesn't support the X in Quantal. As AMD has stated that the legacy Linux driver will only receive critical updates it won't get support for the X used in Quantal. There's nothing we can do to get fglrx working for older hardware in Quantal - it's completely up to AMD whether they add support for newer X versions or not. Meanwhile you can keep using the open source drivers or move back to Precise if fglrx is required.
