I confirm 91-libinput-egalax-local.rules workaround Works. Just came accross this problem with Shuttle X50V6 Adding oem-priority project because it blocks a POS project with Ubuntu for one of our clients. It looks like this bug has been previously reported on the libinput database as bug 102632 and they marked it WONTFIX.
