Hey!

I just upgraded to 20.04 from 19.10, and had the same issue (same GPU - Intel 
Graphics UHD 620). I had the same problem a few months ago using the OIBAF ppa, 
and I thought it was because of the Open Source driver (built twice a day from 
their git repo) and since removing the PPA fixed the issue.
I stepped upon this bug report when searching for a reason to my screen 
artifacts (same problems, same symptoms and same image as the original post).
I've read the last comment "Please don't use the 'intel' driver. It is old and 
unsupported." and remembered that I had screen tearing issues a few months ago 
and that I added a custom XORG config (following 
https://askubuntu.com/questions/1066722/intel-screen-tearing-ubuntu-18-04). I 
just emptied '/etc/X11/xorg.conf.d/20-intel.conf', and rebooted, and it just 
worked fine from this!
Please check if it could fix it for you too!

Please don't use the 'intel' driver. It is old and unsupported.

I believed I narrowed down the issue to how gnome-shell uses Xorg.

As said before GDM did not have any issues, and (i may be seriously
wrong here) GDM uses Wayland by default. When I launch the Ubuntu
desktop with Wayland, the graphical issue went away and is running
smoothly.

So I narrowed down the issue to Xorg or gnome-shell. So I went ahead and
installed Cinnamon DE which uses Xorg, and the issue did not arise.

My theory is that gnome-shell has a problem with rendering the shell
(not programs) with Xorg.

I also attached another image showing the problem, could the issue be
the compositor???

No problem!

When I change wallpapers the issue appears goes away but on reboot or
switching back the issue persists. it appears to not affect other
applications such as Firefox even when in full screen.

Thank you for taking the time to report this issue and helping to make
Ubuntu better.

If you change wallpapers, does the issue still occur?  Does it occur if
you have windows fullscreen (eg. if firefox is your open window and
maximized so it covers your wallpaper, do you see the artifacts?) or are
they visible only on your wallpaper?
