Hmm. I would think that if this was really needed, debian would have included it in their deps. Actually it seems to be an issue in other scenarios as well: I couldn't get pkg-config to give me cflags or libs for one specific library, even though that library's dependencies were fully satisfied, and I was mystified until I tried running pkg-config --list-all and saw the error message pertaining to a missing drm.pc. After installing libdrm- dev, everything worked fine. So this can affect other people as well. For future reference, the only user of dri.pc is xorg-server which does already require libdrm-dev as a build dep.
