I confirmed the problem was the Gateway monitor. I plugged in an NEC
monitor and I can now change the screen resolution. One other problem is
still present though. If the system is restarted for any reason the
screen resolution defaults back to low res and I have to go into screen
properties and set it up again. Am I missing something here. Once the
settings have been made and closed out they should be saved. At least
that is how I think t should work.

The graphcis driver most likely isn't detecting your monitor properly.
