I experience the same problem, since one week now - and only on Ubuntu, not on 
Windows.
I have a quiet new keyboard and just re-seated the connector on the mainboard 
(its a notebook).
The problem is still there (only on Ubuntu) - so I can quiet sure exclude any 
hardware issues.

I have no flash activated and experience the problem on gedit, evolution and in 
the browser.
So I think this has nothing to do with the software that is being used.

The problem goes away usually after some seconds or minutes of inactivity.
Sometimes I have the impression, that it is being caused by Ctrl+Shift 
combinations, but this might be pure chance, since it definitely happened after 
simple keypresses (like Return), too.
Yes, I'm a fast writer.
I was already guessing for something like Orca interfering, but all this is 
completely disabled.
I just made some user-defined settings in keystroke-combinations settings 
dialogue, but I can't see anything strange, there.

Help would really be appreciated, thanks.
(I have a messenger for interactive debug sessions.)

Ok,

The issue still occurs with the GDK fix disabled. I must note however
that the same fix is in place in order for flash to work decently
https://bugs.launchpad.net/ubuntu/+source/flashplugin-
nonfree/+bug/410407 and most of the time some flash stuff is running in
the back due to an open browser.

Still most cases of occurrence is in eclipse and while using left hand
shortkeys (like ctrl+space).

I'm still uncertain about the undo effect. Afaik, I need to leave
eclipse focus (like going to gedit) and than pressing some combo of
ctrl, shift and capslock seems to undo it eventually (maybe tab is
involved). Not necessarily from the first try.

I'm not sure if it is the only case when it occurs, but most of the times it 
seems to be triggered while using auto completion (ctrl+space) in Eclipse.
Currently I'm using Eclipse 3.5.1 downloaded independently (not from Ubuntu 
repository).
I remember that (at leat in Ubuntu 9.10) there was a gtk/swt bug that forced me 
to use following startup script.

export GDK_NATIVE_WINDOWS=1
~/localapps/eclipse/eclipse

I'll disable that, and see if it makes any difference.

Thing I forgot to mention.
I was unable to undo the effect while Eclipse had focus.
Giving focus to gedit helped out.
