I installed 13.10 through upgrade, so I don't know about a clean install. Maybe later. More information: - The noise is always at the bottom of something: icons, images, lines of rendered text. Never at the top or sides. - It happens in all programs, but not with the same consistency or frequency. - (just speculation from observation) The problem may be within the scrolling of screen (bitmap) regions.
