Short lived euphoria...

Loading up memory (opening SeaMonkey, Firefox, Konquer, Chromium, Opera,
and VMPlayer w/WinXP guest) created the issue again.  Attached

NoOp: the original 12.04 stack won't get updates, install 'xserver-xorg-
lts-raring' if you want to install the stack on 13.04, which is also the
default on the 12.04.3 install images.

Yesterday I switched to xorg-edgers  that seems to be working. Later today 
I'll pp-purge that and try the 'xserver-xorg-lts-raring' method.

- The noise is always at the bottom of something: icons, images, lines of 
rendered text. Never at the top or sides.
- It happens in all programs, but not with the same consistency or frequency.
- (just speculation from observation) The problem may be within the scrolling 
of screen (bitmap) regions. The bottom part seems to be left out.
