Public bug reported:

Binary package hint: libgl1-mesa-dev

libgl1-mesa-dev will install only with libgl1-mesa-glx (=
7.7.1-1ubuntu2), but somewhere, 7.7.1-1ubuntu3 got installed on my
system.

Hence the bug report -- when a newer version of a dependent package is
introduced, the packages that depend on it should change their rules to
allow the newer version, or be repackaged if necessary.

User impact: I can't install Community Core Vision.
