It sounds in light of comment 14 like the freeze in the title of the bug
has gone.  We possibly need a new P3 issue for under-runs with Pulse.  I
regard this bug as no longer a P2, given the updated portaudio.

I propose closing of this bug.  In the interim though, before we open a
new under-run bug, demoting this bug to P3 since it appears not to
happen on modern hardware with updated portaudio.

Bug description:
  I use a Samson «Go mic» for recording audio with Audacity. I connect
  my earphones to the mic and use it for hearing both my own voice live
  and the computer sound (I have to select it in Ubuntu's sound output
  settings).

  This works fine for a while, and I can record and play back through
  the mic. Seemingly randomly, however, pressing play or otherwise
  trying to start playback sometimes makes Audacity skim quickly through
  the audio, playing garbled sounds which I assume are a fast forward
  version of my audio. Sometimes, it resumes normal playback before it
  reaches the end of the file, and everything seems fine. Most often,
  though, it does not, and pressing the stop button or anything else
  crashes Audacity. If I restart Audacity and restore the autosaved
  audio, the problem persists. However, selecting another audio output
  in Ubuntu's sound settings fixes the problem.

  I recently upgraded to Ubuntu 15.10, but this has been a problem since
  at least 15.04. I now use Audacity 2.0.6-2build1.

  Audacity currently FTBFS with libav 9:

  [Impact]
  Without libav support, you cannot import/export various audio file types 
(.ac3, .wma, .m4a, .opus, ...). Previous Ubuntu releases had libav support 
enabled.

  [Testcase]
  1) Create an .ac3 and/or .wma audio file.
  2) Open Audacity
  3) Select File -> Open -> Open the .ac3/.wma file.

  Audacity should open the .ac3 and .wma file instead of showing an
  error that Audacity does not support this file type.

  [Regression Potential]
  The patch re-introduces libav support again. Major changes in the FFmpeg 
module were needed to support libav 9 and newer. There could be (new) bugs in 
the libav import/export due to these changes. Because no other files were 
touched, there shouldn't be regressions in other parts of the program.

Focusing on the title and steps to reproduce, I contend that this is
correct behaviour.

1. If rectangular dither is used on silence, 0.99 bits of noise are added, and 
quantization entirely eliminates the dither noise, so the silent audio is 
exported perfectly.
2. Whilst open, the '16bit' track is held as float values and operated on as 
float values.  There may be an envelope, panning and gain applied, which take 
the intermediate data outside the values 16 bit can represent.  

Just as Audacity cannot operate on Mp3 audio without round-trip losses,
so too, with its current architecture, Audacity cannot operate on 16 bit
without using float as an intermediate.  That's an architectural choice,
and a good one.

Our 16 bit format is held as float whilst in RAM.  That is good design.
We only pay a 'dither' tax for the extra precision on export or save.
An actual 16 bit internal format would be worse, as we would instead pay
a 'quantization tax' on every operation on the audio.  Since an envelope
or gain change IS an operation on the audio as far as the export stage
is concerned, we would almost always pay the 'quantization tax' on
export rather than as now the (lesser) dither tax.

Of course, just as Audacity could have been designed to allow cut and
paste and stepped amplification of Mp3 audio without round trip losses,
so too Audacity could have been designed to allow cut and paste of 16
bit format without round trip losses.  With it's current architecture it
comes very close indeed.

I'd recommend that when working in 16 bit format users select
rectangular dither.  That way cut and paste of 16 bit sources including
pure silence are unaffected, and at the same time quantization noise on
processed or generated audio is handled really well.  The shaped dithers
may handle the quantization noise very slightly better, but at the cost
of disrupting silence.

A possible enhancement request is to recommend rectangular dither when
16 bit format is selected as the default in prefs.
