Rwanda abolishes death penalty The ban will help the transfer of genocide suspects to the Rwandan judiciary [EPA] Rwanda has abolished the death penalty, opening the way for genocide suspects to be tried there. The abolition was one of the conditions set by the UN-backed International Criminal Tribunal for Rwanda (ICTR) to allow the transfer of genocide suspects to the Rwandan judiciary. Tharcisse Karugarama, Rwanda's justice minister, said: "The abolition of death penalty is effective from July 25, 2007." Louise Arbour, the UN high commissioner for human rights, welcomed Rwanda's decision. "A country that has suffered the ultimate crime and whose people's thirst for justice is still far from quenched has decided to forego a sanction that should have no place in any society that claims to value human rights and the inviolability of the person," Arbour said. She praised Rwanda for "demonstrating leadership by action" and said the ban announced on Thursday meant countries which had refused to hand over suspects to the courts there because they may face the death penalty could now do so. The bill was initially put forward by the president, Paul Kagame's Rwandan Patriotic Front, approved by the cabinet at the beginning of the year and by the parliament over the past two months. As a result of the bill's promulgation, some 600 Rwandans should see their death sentences commuted to life imprisonment. The move was immediately hailed by the European Union, which congratulated "the Rwandan government and people" for taking "this important decision." According to the United Nations, the 1994 genocide killed 800,000 in a few weeks, mostly from the Tutsi minority. Offloading some of the less high-profile cases to Rwandan justice has become a necessity for the Tanzania-based ICTR, which is supposed to wind up all criminal proceedings by the end of 2008, 14 years after its creation. Le commanditaire cet ignoble action nétait que Olivier KAYUMBA lui même manipulé ( alors que cest linverse qui devait se faire) un groupe des extremistes tustis venus de NGAGARA renforcé par un certain RWOGERA et MUYANGO. Comme si cela ne suffisait pas, en mai-juin 2006, les démocrates tutsis qui avaient participé dans la manifestation du 6 avril 2006 se faisaient à leur tour tabassés par le groupe Olivier KAYUMBA-KARARA Chantal et son frère Gustave KARARA ( NGAGARA). Les protestations pour demander que le centre soit ouvert pour tout le monde narriverent pas dans les hautes spheres du régime à Kigali puisque bloquées par Olivier KAYUMBA qui est en fait le vrai patron de lambassade, BONESHA nétant que le Hutu de service. Voici les motifs qui motivent cette exclusion dans ce café : - hormis lextremisme connu chez les tutsis des quartiers NGAGARA ( BUJUMBURA/BURUNDI), ces gars là utilisent le centre/café pour leurs interets propres. Il ny a pas de contrôle de qui que ce soit et se partagent les benefices et subsides leur allouées par lEtat Belge. Une ouverture envers tous les rwandais exigerait quils rendent des comptes à la diaspora. - Certains gestionnaires ont té deboutés par loffice des Etrangers en Belgique. Ils utilisent les locaux comme domicile privé et la propriété inviolable. Ils en profitent evidemment pour y loger et faire la prostitution dans ce café. Ce qui exige quand même une certaine discrétion surtout quand on utilise les sans papiers-filles rwando-burundaises ! ! ! ! Dailleurs quand MUYANGO a commencé à protester au début contre cela, KARARA Chantal lui a fait gouter sur le produit et la messe a été dite. - Last but non the least, Olivier KAYUMBA est un incapable comparé à Rwahama, MABUYE et surtout le Major BWITARE. Le natif du sud Kivu, viveur pur sang et ambianceur de naissance na pas pu mesurer lampleur de sa mission dans la complexe société rwandaise. Malgré quon puisse le comprendre, il est quand même au rwandais depuis 1994 et na pas dexpérience de terrain comme les BWITARE, il est quand même anormal quil aille jusquà faire frapper MUSHAIYIDI Déo par un chauffeur de lAmbassade. THE LRA has accused the Government of "hostile propaganda" for rejecting their
$2m demand for consultations and travels. Dr. Steven Kagoda, the permanent
secretary of the internal ministry, last week called the LRA demand
"unreasonable and unrealistic, aimed at delaying the peace process".
But Martin Ojul, the leader of the LRA delegation, called Kagoda a hard-line
NRM functionary, trying to appear 'holier than the pope'.

"It is unforgivable for a civil servant to deliberately make
irresponsible, reckless and malicious political statements, calculated at
maligning and undermining the integrity of the LRA," Ojul said in a four-page
press statement yesterday.
While denying having made the $2m a precondition for resuming the peace talks,
Ojul insisted on holding the stakeholders' conferences and on "visiting
countries that have been through the same processes".
He also insisted on involving the people in the diaspora in the process.
"Leaving them out would be a time bomb as they are a critical resource base for
post-conflict north and northeastern Uganda." Ojul accused the Government of
double standards, arguing that they asked for the same amount of money from the
donors.

"The Government of Uganda is known to have, through the
chief mediator, presented its own budget to the donor fund of over $1.9m for
organising its own stakeholders' conferences," the statement said. But when
contacted by The New Vision, Kagoda denied the allegations.
"We submitted a draft budget of sh700m ($440,000) for consultations in Lira,
Soroti, Adjumani, Gulu and a big consultative meeting in Kampala with all the
stakeholders to work out any amendments to the law to allow for alternative
justice," he said.
"The development partners are still studying that budget and will get back to
us tomorrow."
