Kiwanuka’s story was great 
  I refer to Jenkins Kiwanuka’s article titled When Obote fumed at the 1965 
London Chogm (Daily Monitor, September 25) and wish to thank him for this 
insight into the kind of integrity public servants were expected to project at 
all times. What caught my eye most was his revelation that as Administrative 
and Press Officer to the Uganda Government delegation to the Chogm, he drew 
pounds 8,000 in traveller’s cheques from the Uganda Commercial Bank as 
contingency fund for 20 delegation members.
After attending the meeting, the delegation took a two-month trip to 10 
European and Asian countries. Jenkins says he returned to Uganda with a balance 
of pounds 6,500 which he handed back to the Treasury. I can sense many Ugandans 
who read this dismissing it as a lie or imagining there must have been 
something wrong with him. 
As a member of a civil society organisation that fights corruption in Uganda, I 
found this story an effective weapon in our struggle for public accountability. 
It revealed to citizens who were not born by that time that Ugandans have not 
always been corrupt, and that the current degeneration can be reversed. During 
the period Jenkins wrote about, Uganda was credited with having one of the best 
Civil Service in Africa.

[Ugnet] Dr. Besigye in London soon?

Folks,
   
  Some info is circulating around that Dr. Besigye will be in London soon. 
Londoners should turn up in large number and listen to the man. We as Ugandans 
must give this man the mantle, that will enable many to chip in and steer the 
nation clear. 
   
  I therefore applaud the gallant sons and daughters of our country waging 
un-relenting compaign to install FDC into power.
   
  Lets come one come all and move the country forward.

Very silly and misleading article!
   
  Dependency has always been in economics when it comes to Africa, due to 
lack of production engendered by armies of illiterates and unskilled manpower!
   
  To give Gacaca as an example of breaking free from dependency is utter 
hogwash. 
   
  Further, the writer claims Rwanda is borrowing but at a minimum! Should 
readers take his word for it, or they need concrete proofs?

Rwanda Govt breaks dependency syndrome

RWANDA's attempts to break the dependence syndrome, which has hampered
most African countries development, could have paid off.

Thirteen years after the 1994 genocide that devastated this tiny
central African country, the Kigali leadership has pushed an economic,
social and political growth that depends largely on home-made
solutions.

Although the issue of borrowing continues to play a role, as the case
is in all global markets, in Rwanda, it has become reasonably minimal.
The country is shifting towards utilizing all her resources, human and
material to solve development chancellor. The government is working
hard to involve every Rwandan in the reconstruction task without
relying on foreign expertise.

Immediately after the ruling Rwanda Patriotic Front/Army had captured
power in 1994, after the bush war struggle that put an end to the
debacle in which over million Tutsis and moderate Hutus were
massacred, the most urgent task was to build trust among Rwandans, and
reconcile them.

The RPF government bonded victims and culprits that had participated
in genocide and encouraged them to live in harmony again. Among
confidence building strategies was the institution of a National Unity
and Reconciliation Commission. The commission has engaged Rwandans of
all walks of life in the country and in the Diaspora on how to rebuild
their own motherland.

Most of the Rwandan professionals had either died or fled the country,
while those that were steering national policies were often
inexperienced. Now the RPF-led government of President Paul Kagame has
continued to reject the idea that, as a people emerging out of
conflict, others should conceive and design systems, processes and
strategies for Rwanda.

Mr Kagame has always made his view very clear on this matter that in
any event, a development programme that is conceived and executed by
external actors is unsustainable in the long run.

Gacaca system
A classical illustration of a home grown policy is the Gacaca court
system which addressed genocide cases that would require a lot of time
and resources to be resolved.
The Gacaca system is a centuries-old Rwandan community-based justice
system in which the accused and the accuser meet in a village square,
led by a council of elders, to settle cases.

In the history of this country, it was a tool for reconciliation since
the penalties were mutually binding. In modern Rwanda, the Gacaca
court system has been modernised to handle part of the bulk of
genocide crimes -the less serious cases, while other categories of
crimes against humanity are executed by the conventional western style
courts.
However, the international community's view on this communal court
system in Rwanda is indifferent.

Sometimes the West has reacted out rightly hostile to this initiative,
arguing that Gacaca does not fit the principles of conventional court
systems. But, in his address to the African Business Leaders Forum in
Johannesburg, South Africa, recently, Mr Kagame challenged the critics
to provide an alternative to Gacaca.

We also point to the United Nations International Criminal Tribunal
for Rwanda (ICTR). The tribunal has since 1995 tried 31 people at a
cost of over US$1 billion, he noted.

You know and I am not here to beat on Ocii's Ggwanga Mujje, but aren't you 
amazed on how Uganda politics goes by only one side? When you read this posting 
and encouragement, this Ugandan does not have even a single question about Dr. 
Kiiza Besigye being the only right man that can drive Uganda out of her misery. 
Read this writing very closely and you will find the very same mentality used 
on Museveni, where by those of us that stood on the peripheral asking serious 
question about Museveni and his use of a gun to get to power were called all 
names. When will Ugandans start to critique the aspiring leaders and stop 
pandering at every fly that passes near a nose? When will Ugandans start to ask 
very serious questions about these men and women that intend to lead Uganda? 
For one can wonder, what incidence has happened in Uganda ever since the last 
election for example, that Dr. Kiiza Besigye has stood up and shown leadership? 
And I need only one. But you see? When ever every one yells that he wants to 
lead Uganda, he or she gets a Ugandan clapping hands, for there is no way, in a 
nation of such high population, can you fail to find a sucker born every day.

May God help our nation.

This is the best assurance I have ever heard from Europe. Kony must and I know 
will, be arrested. Kaguta will do a Taylor on him, too - no doubt.

BELGIUM has called for the arrest and prosecution of the leaders of the Lord’s 
Resistance Army (LRA). Belgian Prime Minister Guy Verhofstadt told the UN 
Security Council on Tuesday that Kony should be arrested and made “an example 
to all criminals that the exploitation of children in armed conflicts will not 
be tolerated”. 

He said Kony was responsible for 70,000 of the 300,000 child soldiers in 
Africa. 
“The offenders themselves must be put on trial. An international warrant has 
been issued for his (Kony’s) arrest and his whereabouts are known. He has 
spread terror in the Democratic Republic of the Congo, Uganda and Southern 
Sudan,” he stated. 

The leaders of the 15 member states also heard from Verhofstadt that each of 
the child soldiers, including a former LRA abductee whom he had adopted, had a 
personal horror story to tell. 

“The 14-year-old girl was forced to kill her own uncle and was then given as a 
present to a commander who raped her. In escaping, she had to shoot one of the 
guards and was shot herself. In the hospital, it was discovered that she was 
pregnant. That story is just one of many, and each is a stain on the soul of 
humanity,” he said. 

The current “naming and shaming” policy was not enough, the Belgian Prime 
Minister noted. He proposed that an arms embargo be imposed on all countries 
that use child soldiers, and that all humanitarian assistance should be 
suspended. 

The summit on Peace and Security in Africa was chaired by French President 
Nicolas Sarkozy. Echoing Verhofstadt’s remarks, Sarkozy said African countries 
must be categorical about respecting human rights, the rule of law and the need 
to bring criminals to justice. “In Africa, as elsewhere, murderers should be 
caught and punished,” he said. 

Darfur was a prime focus of the discussion, with most speakers stressing the 
importance of a timely deployment of the AU-UN peacekeeping force.

humanity and 21 counts for war crimes. His deputy, Otti, is named in 11 counts 
for crimes against humanity and 21 counts for war crimes. Alleged crimes 
include rape, murder, enslavement, sexual enslavement and forced enlisting of 
children. ICC must not withdraw its indictments.___
