Honourables, allow me to address you in this open letter, about issues of 
Buganda and Baganda, through the Honourable Speaker of Uganda parliament. I 
would have brought this letter directed to your offices, however, when I passed 
by the other week, the heavy armed combat ready soldiers around Uganda 
legislature, it appeared to me, we the commons were no longer welcome to the 
peoples parliament.
 
I’ve held a feeling that Buganda 72 elected members can do something to save 
Buganda and Baganda from total extinction.

The National Resistance Movement, has been very critical of colonial creation, 
mechanication, and also very much instrumental in making sure, the Southern 
Sudan get a nation separate from the old Sudan or the Arab north. For that, I 
heartily congratulate the NRM leadership. 

As a consequence today, there is a government called the Government of the 
Southern Sudan under the leadership of General Salva Kiir. We congratulate him 
too.

Likely in Uganda, the Odoki Commission, Ssempebwa Commission, the Constituent 
Assembly, under bush war of Professor Lule Kironde now resting at Kololo and 
else where, the Baganda have categorically stated, they want their nation the - 
Buganda Kingdom.

Buganda Kampala Faeces 

Kampala today, stretches to about 196 square kilometres of Buganda and Baganda 
land. Those who have redesigned Kampala have made it multiply almost five times 
to about 960 square kilometres of Buganda and Baganda land.

Kampala has a population, in my current estimations of about 2,500,000 million 
people. The sewerage system in Kampala, cover only 8 % of the 196 square 
kilometres of Kampala, which is only 16 kilometres. Currently 16 kilometres of 
sewer lines translate to 2% of the new Kampala metropolitan of 960 sq km.  

Honourables, if you take it that every individual of the 2,500,000 million 
people residing and working in Kampala, drops half a kilo of faeces daily (24 
hours), then on a daily basis 1,250,000 million of human excrement is dropped 
on Kampala daily.

Notice too that with 2,500,000 individuals on the current Kampala acreage 
implies, 12,755 people occupy every square kilometre.

NRM government can’t be ignorant of the state of affairs for it has been 
soliciting for funds to improve on water sanitation and supply in Kampala, one 
thing NRM has done with religious vigour albeit primitively. 

Water is one of the Programmes for modernisation of Agriculture however there 
is basically no proper designed water and sewerage lines.

The media too, has abundantly written about sticking spring water. It would 
have been a government preoccupation to rectify the situation. Nothing, so far 
has been done!

Let me put it to you members of parliament, show the Baganda yru study reports 
on that matter as shown above! Baganda MPs you’re 72 in total.

Buganda is being filled with human faeces, in fact Buganda is becoming a 
latrine infront of your eyes.

Buruli, Bugerere and Ssembabule

Emerging serious conflicts in Buruli, Bugerere and Ssembabule are interesting 
and fascinating. One watches the Baganda/Buganda 72 members of parliament 
including Baganda bush warriors, in such an inept state when terrible things 
are emerging. Serious contestation for power and struggle for primordial 
economic resources in these regions might seem subtle on the surface. We are 
informed NRM is modernising Buganda and Buganda.

Those arrays have embedded; political, environment, sociological, tribal (NRM’s 
sectarian) and economic intoxication for Buganda and Baganda. These and other 
many problems in Buganda are emerging, only under a regime that is vehemently 
albeit only verbally, opposed to sectarianism.

The National Resistance Movement has been categorical, past colonial issues had 
to be resolved. It is exactly with the same stance, Buganda and Baganda are 
being chopped into different districts as if Buganda was a creation of the 
British. 

NRM is nationalistic so to say!

Nonetheless, Buganda and Baganda have leaved here even before colonialism and 
facts talk for themselves! 

Kisanjja was passed without a hitch, at a reward it’s alleged, of 5 million 
shillings. I now wonder, why Baganda MPs ever supported constitutional changes, 
without supporting and with the same zeal, the interest of Buganda and Baganda 
getting being addressed!

The intentions become murkier and questionable with every deeper analysis. 

It will be most interesting, for Baganda MPs to explain to the Baganda 
population all events that have taken place in Buganda since 1986, which 
requires state explanation. The state has virtually kept quite, yet such issues 
are quite pertinent to the political existence of Buganda and Baganda. 

Baganda must learn for once to be straight talkers and straight in approach to 
save the people of Buganda and Baganda from misery.

District creation in Buganda

I grew up in Luwero, lived and travelled widely in the area stretching from 
Lwampanga, Bugerere to Buikwe in Kyagwe. My Grand father was a Medical Doctor 
in Mubende where he also had a huge farm growing coffee and tea. The same goes 
with my parents in Luwero who had huge coffee and cotton shambas. We never 
starved, my grand father in Luwero had more than a 100 heads of cattle, coffee 
and cotton shambas from, which through hard work with his children acquired 
sizebale wealth. He had lorries and buses. 

To me growing up into such conditions was enough experience in the intricacies 
of farming and marketing. We used to sale coffee and cotton in Kikyusa and 
Nakaseke if not Luwero trading centre. All my uncles had acquired bicycles, 
land and homesteads with wives. My uncle who was murder during the war built 
the first cement building in Kiwoko – he left it unfinished.

I witnessed first hand, how the Baganda maintained Gombolola and Masaza now 
Local Council seats that were basically built with reeds and grass. I saw and 
heard all different types of languages and people including Indians and 
Europeans. In Kayunga, I once played with Indian children in the small 
corridors of their mabati dhukawaris.

Hard work, spirit, warmth and time spent by Baganda and in building Buganda is 
astonishing. Especially, when I see Buganda and Baganda in the present “modern 
nation state”, in such a sorry state and misery.  It is a desecration of 
Kabaka’s Kingdom.

Luwero therefore, is my home in body and mind. 

Baganda Luwero Soldiers Socio-economic Status

I am requesting Baganda MPs therefore, 72 of them to ask the NRM government in 
Uganda to get and document a list of all Baganda Luwero soldiers, dead and 
alive and subsequently list the following;

a.      How many of Baganda Luwero war veterans/soldiers got bursaries i.e. for 
education possibilities from the state house so far
b.      Their current socio-economic status i.e. their current homestead 
incomes, welfare state, economic standing and financial status.
c.      Those who are dead what they died of i.e. medical reports, or war dead 
military reports.
d.      The fate of Baganda war veterans/soldiers who got lost during the war 
and what NRM/A know about them
e.      Their ranks in the army and professionalisation, financed by NRM/A 
military training here and abroad for Baganda war veterans/soldiers

Orphans and widowed in Luwero

I am now aware, some very rich people from western Uganda alleged with 
connections to the sate house, have benefited from state house bursaries. 

Luwero has apparently a lot of orphans and widows. One will therefore assume, 
the state house bursaries were directed to the widows and orphans, in this 
region to pick up from the whims of a destructive war, executed on the backs of 
“ignorant” Baganda peasants. The Baganda and Buganda MPs should therefore list 
the following in that respect;

a.      Luwero orphans and widows beneficially of this state house bursaries.
b.      Number of Luwero orphans and widows whom for the past 20 years have 
graduate from universities as a result of such help and assistance.
c.      Luwero war veterans and soldiers that have been assisted in the same 
manner and as such graduated from universities.
d.      Number of widows and orphans in Luwero triangle currently under the 
same arrangement.

Land in Luwero Triangle 

We have heard about people within the NRM/A who acquired more than 50, 100, to 
way above 200 acres of land in Luwero triangle. Since acquiring such land is 
not a crime, it will be most essential, to erase any doubts among the citizens 
and the following documented by Baganda MPs justify sch huge land sales among 
the Baganda and also to put the records straight;

a.      The process such people, the land proprietors, in the first place 
acquired that land i.e. source of funding etc.,
b.      Document the people who owned that land prior to selling it, donating 
it or otherwise and where they were resettled.
c.      How much money every acre of land was sold to land proprietors.
d.      When land titles, were processed and transferred to current proprietors.
e.      List possible reasons for acquiring land that is not in any meaningful 
way utilised during the past 20 years.
f.      List the regional composition of those land proprietors. For instance 
we have had Presidents Idi Amin and Milton Obote but facts are such that those 
regimes officials, did not acquire such huge tracts of land in Buganda.  
g.      What that land is being used for currently 

We will assume, as land exchanged hands in Luwero for better use possibly, from 
alive and dead ignorant Baganda peasants, there existed also designs and 
modernisation projects in Luwero better than the three collapsed milk 
processing factories in Mbarara. 

It is prudent therefore that Baganda MPs document such developments since 1986.

Zoning and Luwero Fruits.

What I now know is that President Milton Obote actually, built and in some ways 
supported the industrial infrastructure that existed in Luwero i.e. cotton 
ginning, coffee haulers and over all support of agricultural production. 

Luwero and Buruli have been known at least since, I was born for fruit growing. 
NRM strategy has been industrialisation and modernisation of agriculture. 
Indeed, NRM could tap into an elaborate natural system to make the fruit 
industry flourish in Luwero and Buruli without too much structural problems. 

Baganda MPs can as well document what NRM has done in that respect and how 
micro-financing of fruit growing will ever help Luwero people as opposed to 
it’s practice i.e. that fruits such pineapples, mangoes, sweet bananas, cashew 
nuts do actually exist and need processing.

Baganda and East Africa

Leaders in Buganda and among the Baganda were made not fabricated.

Ssabasajja Maggulu Nyondo Chuchu Muteesa I, was a Muganda and not an East 
African when he singularly led Buganda to the path of modernisation. He debated 
and won over the Europeans, he neither become a Moslem Arab, a European 
Christian. Buganda got schools, hospitals, paved roads and currently 
revolutionaries. 

By those virtual and vision Uganda was never a colony but rather a protectorate 
thanks to Kabaka Muteesa I’s wisdom and genius. He saved this country th agony 
of other African states. In essence, he never abandoned the leadership 
qualities, Buganda and Baganda cultural distinctive abilities and virtues our 
forefathers had inculcated in him for Buganda progress and forward match.

The artisan and ironsmith designed guns a technology he acquired from Arabs and 
Europeans.

Peace be upon him! 

Uganda has not been able to provide a pension for my grandmother who worked for 
public service in over forty years. The best she got was 20,000 shs had it not 
been for my existence she would be dead by now.

Many Baganda have no medical care and many die from curable diseases.  Children 
don go beyond primary, parents have no money to pay commercialised education. 
Many a children have no health care insurance and they will die of very simple 
diseases.

It is therefore logical; Baganda and Buganda should be able to teach their 
children along their own cultural disposition and virtuals. 

I’ve seen such things happen among the Lapps of Northern Sweden, who have own 
parliament. The same applies to the Scottish in Great Britain. NRM supported 
the Eritreans to form a country that once existed called Eritrea.

For that matter the world got the new breed of Africans.

 Buganda as a kingdom must be able to build her own social infrastructures 
based on tested principals acquired well before the advent of colonialism and 
revolutionaries. Baganda should be able to solve the issue of Buganda internal 
social welfare of her own, the state of Uganda, has failed to provide before 
Baganda can talk of the east African state.

Uganda is no longer a viable entity politically, socially, economically, and 
ecologically. 

How will East African community be able to offer such provisions small entities 
can’t provide to their own people? What is current strategy to achieve that and 
who talks for Buganda in the East African legislature that can’t finance the 
East African courts of law or the East Africa railway that has newly been 
concessioned to traders?

Let East Africa reconstruct the entire railway line from Kampala To Mubende and 
Baganda will roar in hosanna the great kingdom has come on earth!

Kenya is riddled with stinking corruption. However, Kenya as opposed to Uganda 
is a rather better developed nation thanks to white settlers and the peace 
Kenyans have maintained.

Tanzania, is not a model country for Baganda. Baganda had a far better 
organised system even before the advent of colonialism. 

Baganda MPs this issue is pertinent to the existence of Buganda on social, 
cultural, environmental, criminal and Buganda political interests. for exactly 
that reason nrm government can explain to Buganda and Baganda 72 mps its East 
African – Buganda projections.
 
The East African issue is beyond Buganda, mere military and political agenda of 
which viability only servers the powers that be than the interests of Buganda. 

As if destruction of Luwero and Buganda wasn’t enough!
