I thought I'd wait a couple days before responding to any more emails on the 
listserve[s].

I cross Baltimore Avenue [most often] at either 43rd, 44th or 45th. I find all the 
intersections to be dangerous to pedestrians.

The crosswalk at 44th and Baltimore is particulalrly dangerous. 44th is one-way and 
dead-ends at the park. As people either rush to make the light they blindly make 
either a left or right. People also cut off the pedestrians or try to rush past them 
when the light first changes.

I heard someone active in the SHCA say that they wanted to put Please Yield to 
Pedestrian signs up. They attributed the danger to pedestrians as ignorance of the 
law and lack of courtesy.

I live in the 4900 block of Cedar Avenue, and there is a car across the
street from me which goes off every time a heavy vehicle rolls by.  If a
city truck goes by, it sounds off.  If a large SUV goes by, it sounds.   If
anything at all happens, it sounds.  It does this until at least 2 or 3 am,
when the streets have relatively no traffic.  I'll bet that's the one
you're hearing.  I started checking each time I heard an alarm, due to
posts about break-ins, and that's how I discovered this baby that cries
wolf.  Oh well, what can you do...

REPEATEDLY by car alarms going off in a distance. Lots of break-ins that

These referenced 7 questions are Proposed Charter Change Questions. There 
are two (Commonwealth-wide) Ballot Questions which precede the 
Charter  questions. They are extremely important issues for all who 
advocate for children who have been abused.

BALLOT QUESTION #1

AMENDING THE RIGHT OF PERSONS ACCUSED OF A CRIME TO MEET THE WITNESSES 
AGAINST THEM FACE TO FACE

Shall the Pennsylvania Constitution be amended to provide that a person 
accused of a crime has the right to be confronted with the witnesses 
against him, instead of the right to meet the witnesses face to face?

BALLOT QUESTION #2

AMENDING THE GENERAL ASSEMBLY TO ENACT LAWS REGARDING THE WAY THAT CHILDREN 
MAY TESTIFY IN CRIMINAL PROCEEDINGS

Shall the Pennsylvania Constitution be amended to provide that the General 
Assembly may enact laws regarding the manner by which children may testify 
in criminal proceedings, including the use of videotaped depositions or 
testimony by closed-circuit television?

The Federal constitution states that a defendant has the right to be 
confronted with the witnesses against him.  The Pennsylvania Constitution 
currently provides that the defendant has the right to meet his accuser 
face to face.  You can see the difference.

Almost all states recognize that young children who have been raped or have 
witnessed the murder of their parents, or experienced another very serious 
crime, may suffer additional trauma if forced to testify under the menacing 
glare of the person who raped them or murdered their parents.

Sometimes, these children are so terrorized by that person that they just 
freeze on the witness stand, unable to speak. Most states permit using 
videotape or closed circuit television for a child's testimony to the judge 
and jury.  Now you can make it possible for Pennsylvania to give children 
the same chance for justice and healing.

 siphon off resources from its efforts.

According to the Inky's Voters' Guide, this question concerns the creation
of an office to deal solely with car-insurance rates. . . One of the
question's sponsors, Frank DiCicco, said it would cost several hundred
thousand dollars annually. . . Mayor Street has already created an Office of
Consumer Affairs which focuses on lowering homeowners insurance, eliminating
predatory lending practices , and tackling high utility rates Wouldn't it
make more sense to add car-insurance rates to the existing agency rather
than creating another one?

[UC] UC Community Association boundaries

Hi,

Is there a resource on the web which describes the boundaries of the various
community associations in West Philly?  I've been told that my address at
51st and Osage falls into two of them, but I'd like to make sure before I
start paying any dues.

Also, who is responsible for the upkeep of Malcolm X/Black Oak park when,
say, a high-speed police chase ends with a Chevy suburban plowing through
the metal and concrete perimeter fence?

[UC] Charter/State Changes on Ballot

Ballot Questions (At the Bottom of Ballot)

State Constitution Amendments

Ballot Question #1 Would change the rights of the accused from meeting witnesses
face to face to be(ing) confronted with the witnesses. The ACLU is
concerned because this change applies not only to children who are witnesses
or victims but could be interpreted to take away traditional protections
from criminal defendants. 

Ballot Question #2 Would allow children who are victims or witnesses to
testify via videotape or television. The ACLU concern is that juries would
have a diminished ability to weigh the credibility of critical witnesses.

Child advocates are in favor the ACLU against.

City Charter Changes

#1 Vote Yes To require that all contracts that receive City funds, or agencies
with publicly nominated Board members, or that operate under City ordinance,
be subject to audits by the City Controller. 

#2 Vote No To oppose allowing the City Council President to add two members
on the Board of Pensions and Retirement. 

#3 Vote No To oppose giving preference to Philadelphia-based firms in awarding
contracts (because it would not ensure the employment of City residents).

#4 Vote Yes To raise to $25,000 the level of contracts exempt from open
bid procedures.

# 5 Vote Yes To require the City to make a plan for universal health care
for all residents.

#6 Vote Yes To create a Public Advocate for Insurance to represent consumers.


#7 Vote Yes To allow the use of cooperative purchasing among city agencies.

Judicial Retention (At Far Right)
The Bar Association recommends a NO vote on Genece Brinkley, Tama Meyers
Clark and Thomas Watkins.

Did you really mean to type this?

They attributed the danger to pedestrians as ignorance of the law and
lack of courtesy.

When I walk across that intersection, every day, I swear the threat of
danger is not me!  I mean, I stop, look both ways, look both ways again,
then start, and . . . Oh no! Run!  That car isn't stopping! . . . 

Okay, maybe it is the ignorance of the pedestrians!

All things being equal, it is my understanding that the reason alarms go
off all the time is because they are much cheaper and don't have the
same quality innards.  It sounds as if your neighbor is trying to save
money.

[UC] Halloween : Squirrel Hill Haunting at 4611 Springfield (@ nec of Farragut)

They say no good deed goes unpunished... 
First lots of folks E-replied that my Halloween message inspired them to
buy extra treats and to entertain, not be entertained, but one, Cynthia
Preston, coordinator of Squirrel Hill Police Substation and Vice-Chair of
the Town Watch Task Force called to enlist help finding a substitute
location for her Annual Haunt, normally held at the temporarily
unavailable Water Fall Park (at 48th  Chester).  So I volunteered our
front porch, side yard and decorations and candy for 100's.  Cyndy has
rounded up 1,000 Treat Bags plus Apples, Sodas and Gifts. And she
gathered donations of the time and talents of Joanne Black, Cora Jackson,
Lynnete Jenkins, Carol Johnson, Jackie Slaughter, Rita  Marty Cabry,
Fonnie Rainey and other Adults will help lead families through the
Haunted path beside our home.  It should be a hoot.  From front porch
to back gate is only about 120 feet but there will be five stations of
treats and haunts. So, it will be a lot of work and expense, but... if
our neighbors visit and bring their beautiful children it will be a Labor
rewarded by smiling faces.

This is the Eighth Annual Halloween Gala sponsored by Squirrel Hill and
led by Cynthia Preston.  Anyone who has ever attended knows that this is
one of the events to experience for a complete UC Halloween.  

I read with sorrow the story of Collingswood's Bruce Jackson, age 19,
weight 45 #s, foraging for food in trash.  There is hidden hunger in many
places.  Who knows what your treat will mean to a child or family. 
University City is a magnet for Trick or Treaters because we are generous
and have a lot of innovative decorators and thespians.  Many of us have
already enjoyed the magnificent Spiral Q parade and re-listed below are
some of the other events that layer to make our neighborhood Haute
Halloween.

For old fashioned, house to house, all ages Trick or Treating, 
the best cooperation among neighbors might be the
4200 Block of Regent and
4700  4800 Block of Windsor and
University Mews Courtyard

Starts at the Flagpole in the center of the park between 
43rd  44th, Baltimore and Chester Avenues.
The parade runs up 44th, down Larchwood and Little Osage and back to
