Posted without comment, in the public interest Al Krigman (here's the link ... in case anyone thinks I inserted a 'prince Harry in the following) Man shot, killed inside University City strip club By Barbara Boyer Inquirer Staff Writer - 11/26/07 A fight inside a University City strip club turned fatal early this morning when a disc jockey was shot and a University of Pennsylvania police officer killed the gunman after he turned his weapon on police. The disc jockey remains in critical condition, the strip club has been shut down, and police have two people in custody who could face charges, authorities said late this morning. A fight among five men started shortly after midnight at Club Wizzards at 38th and Chestnut Streets, and when the disc jockey attempted to break up the altercation, which possibly involved a dancer, the men turned on him, said Lt. Frank Vanore, spokesman for Philadelphia police. He was assaulted by all of them in the club, Vanore said. Some of the men left Wizzards, and at least one person went back into the club with a gun, Vanore said. That's when the shooting began. Witnesses had flagged down campus police, who are state-certified officers with sidearms, and the police were advised that one of the combatants was armed. The DJ, identified only as a 31-year-old male, was shot one time in the chest and one time in the right thigh, police said. He was taken to the Hospital of the University of Pennsylvania, where he remained in critical condition after surgery, police said. Maureen Rush, vice president in charge of the university's Office of Public Safety, said the officers heard the shots fired as they entered the club and saw the victim fall to the floor. Rush said the officers identified themselves as police and several times ordered the gunman to drop his weapon. He refused, and one of the officers fired twice. The gunman was pronounced dead at the scene, Rush said. His name was not released this morning. Two people who allegedly were in the club during the altercation tried to get into vehicles and flee but were apprehended, police said. They may be charged for their part in the altercation, which could involve conspiracy charges related to the death and shooting of the DJ. Philadelphia homicide detectives are investigating the criminal aspect of the case. Use of deadly force will be investigated by university authorities. This is the second time this year that campus police fatally shot a suspect, Rush said, adding that it is unusual to have even one fatal police shooting by campus police in any given year. Recent crimes in the area include a sexual assault on a student and problems at another night club that has been closed. Hours after the shooting, officials from the city's Department of Licenses Inspections arrived and posted a Cease to Operate order on the club, closing Wizzards until a hearing could allow otherwise. [UC] Owners' responsibility for tenants' behavior -- Koko Bongo Wizzards
When the application for a zoning permit to operate a liquor store at the former Rite-Aid building (42XX Walnut) was a hot topic, a point made favoring the change was that the owner of the property was very responsible so the scene outside the Market Street liquor store wouldn't be repeated at the proposed location. Pennsylvania law makes it difficult for a property owner to control the behavior of tenants -- even when tenants are operating outside the law. In drug-related cases, for instance, an owner can do little more than file a complaint with the police or District Attorney and initiate a long, costly, and difficult eviction process. It's especially noteworthy in the case of the liquor store proposal that the same people who own the former Pagano's Restaurant building in which Koko Bongo and Wizzards are located, also own the former Rite-Aid. This isn't to imply that the owners (who include Ted Pagano and Dan DiRitis) bear any blame for the operations that lead to two shootings at their 38th Chestnut property. But it renders meaningless the argument that the ownership entity includes people who are held up as models of community responsibility so nobody has anything to worry about in connection with what may or may not be the scene in front of the proposed liquor store. [UC] Campus Inn questionnaires for those on all sides of the issue
I previously posted a questionnaire (see below -- not a poll or survey) about reasons why opponents of the proposed Campus Inn were opposed to the project. A number of people, rightfully, jumped all over me for doing something for opponents and not giving supporters of the project an opportunity to indicate why they liked it, or undecided neighbors an way to note the questions they think should be answered before they can make up their minds. Admittedly, I'm not happy with the project as it's been presented to date. However, in the interest of balance, I've prepared two additional questionnaires to accommodate folks in the above two groups.
