Have
you seen the details of the School District’s 2013-14 budget?  Here’s the
bottom line:  most schools will have a
principal and teachers of mandated subjects.  No assistant principal, no
aides, no extracurricular activities.  No office staff, no counselor, no
nurse, no books, no supplies, no art, no music.  You get the
picture.Distressingly few of our elected officials are showing the
political will to avert this disaster for the City.  (Here’s one article

At the Spruce Hill May Fair on May 11th, concerned
neighbors will be collecting signatures on petitions to elected officials at
the local (including Councilwoman Jannie Blackwell) and state levels, urging
them to fund functioning schools for all Philadelphia children.  SHCA is
generously donating a table to the effort.  We are asking for your help,
in two ways:

1. Volunteer to help staff the table.  The May Fair
is a can’t-miss event, so you already want to be there, right?  Please
donate some of your time to an issue that is fundamental to the health of our

The email below is from another neighborhood list I am on. Sounds like the same 
truck that others mentioned before but with a more detailed description. I have 
seen this truck around the neighborhood too (didn't realize it until I read the 
info below). FYI.

 They are, at this moment, picking up metal from a neighbor at 4612 Spruce St. 
 (long story, but pretty sure this guy is on drugs and/or dealing, always 
 scavenging, asking for money ... Have called the police several times on him) 
 
 Truck says: AFFEI Electric 609 581 on the side. PA license plate YZP 6738

I live on the 4600 block of Osage and this happened last year. A salesmen went 
door-to-door trying to sell alarms - very generic uniform, generic information, 
etc. Most of us have alarms already and he didn't give out a lot of information 
when pressured for specifics, business card, etc. It was almost like he was 
casing houses as he asked what type of system we had and pressing for details 
(we gave none). Around the same time that he was in the neighborhood there also 
seemed to be the same thing that is going on now - unscrewed lights, windows 
that have been messed with and so on. A few of us essentially tried to give him 
the message that we all have alarms that we are happy with and to bug off. I 
also remember actually getting a card or company name and looking it up on the 
web. Seemed like a legitimate company (at least on line) but of course I don't 
remember the name. If anyone comes across the sales guy again, I suggest 
getting info. Perhaps we can contact the main company to find out more.

I'm sure this is just paranoia, but the 3 days before all this happened there 
was an overly friendly door-to-door alarm salesman, who gushed about how 
special our house was (it's just like everyone else's on the block), and how 
he had a special budget for houses like ours to give away just two alarms on 
our block.  He asked about our alarm system (I pointed to the dog), and didn't 
leave a card, which I thought was odd.


He was very quick to size up our storm windows, and I saw him at Tom's house a 
few hours later.


I wouldn't think anything of it, but these all seem like nuisance/halfhearted 
attempts to break in, at least compared to what happened last summer. 


I'm not sure whether I'm suggesting he was trying to stir up business or target 
houses, but I thought it would worth mentioning given the rash of incidents.

Thank you, Tom, for adding the details about the floodlights. 

I live on 47th St. between Osage and Larchwood and had what I now see was a 
similar, also unsuccessful, break-in attempt, most likely on Tuesday night. Two 
high floodlights at the rear of the house had been partially unscrewed to 
disable them, a high storm window at the side of the house, not easily visible 
from the street, had been removed, and there are large handprints on two other 
storm windows, suggesting that someone tried to raise them from the outside.

I’ve reported the incident to the police. Perhaps they’ll step up patrols if 
there are numerous similar incidents in close proximity.

the management for offering it at a neighborhood people's price of $4 and 
including a few pieces of cantelope.  (I'd like to see more simple healthy 
options available at people's prices in neighborhood restaurants.)

Please also keep in mind that it's not just the first floor windows to be 
worried about. In the past, on my block (4600 Osage), we had a few break-ins 
where the burglars climed up to the second and third stories and got in via 
open windows that way.

You remind me that in a past year, some crook(s) took advantage of end of 
school move-out activity to make off with the property of others.

Below are three tips for security:

Contents that must be left on trucks can be secured by backing the truck up to 
a wall or chain link fence tight enough to prevent someone cutting a lock and 
hauling items away.

Neighbors who see movers in action, but don't see a supervising neighbor, may 
want to place a call or otherwise verify that the move is legitimate and not 
the work of clever Burglars.

Neighbors who are moving can stop newspapers and forward mail in advance of the 
move (so that bank and credit info do not sit at an unsecured site).

My next door neighbor rang my bell last night and asked if I'd seen anything 
suspicious around his apartment earlier that day.  I had just gotten in from 
work, so I hadn't but apparently his apartment had been robbed.
 
The burglars came in through a small back window that had a fan in it.  They 
took TVs, laptops, all the usual goodies.  
 
They must have taken it all out the back of the alley and through the karate 
school parking lot because there's no way that much stuff could be moved on 
45th Street with the laundromat, 2 bars and the 2nd Mile people all hanging on 
the sidewalk for most of the day.
 
The police came but said there wasn't a lot they could do.  Luckily my 
neighbors have renters' insurance, so most of what was lost was covered.  And 
they and their cats are safe, just freaked out because the burglary happened 
during a very limited period when no one was home (between 3:00 and 5:00), so 
either the burglars got lucky or someone had been watching their apartment.  
 
I'm just passing on what happened and reminding everyone that if you have a fan 
or air conditioner in a first floor window, to attach it to the frame so it 
can't be easily pushed in.  Or get apartment bars that can go across the front 
of the unit and prevent access.

[UC] Washing Machine Repair

I think they mean if you see someone loitering, checking things out, etc. My 
neighbor called the police because he saw someone in the bushes peering into 
another neighbor's house and trying not to be noticed.
 
If you spot people ringing lots of doorbells and they aren't trying to get you 
to sign a petition, etc. and seem to have a bogus reason of why they rang your 
bell.

posts as The Fuzz on our neighborhood's Phillyblog board.  This is a message 
that he posted today.  If you don't have time to read it all, note the last 
line:  keep 2d floor windows locked until they catch these guys; and keep 
reporting all information.   Thanks!  *** Sorry if it seems I am neglecting 
this topic of burglaries. I just havent had a chance to post recently. Its a 
little busy to say the least. I stopped on the 4600 block of Osage yesterday 
and took a walk around. I spoke with a resident who was concerned with the 
recent break-ins. First, I want to say that the block is a burglars dream. Its 
dark at night, the houses are set back off of the street, there is a lot of 
trees and bushes blocking the windows of houses and there is easy escape 
routes. The good thing I saw was that there is a good amount of security signs 
out front of peoples houses.  Secondly, going through a second floor window is 
entirely plausible on this block. In fact, its a preferred method of entry 
because of the ground level motion detectors. I urge everyone to keep the 2nd 
floor windows locked until we can catch these guys. I'm sorry that I havent 
been on top of this but the recent rash of shootings has really taken most of 
my time. As you can tell by the timing of this post, I am working crazy hours. 
I assure you that I will get on these burglaries as soon as possible. I have 
notified the 18th officers, plainclothes and uniform, to keep an eye out on the

saw tonight was about 5'7''-5'8, dark black male with dark short hair and a 
light t-shirt. He had some sort of bag that was black with orange.  The police 
said to call 911 if you see anything suspicious, no matter how small you think 
it is. Explain that there have been break-ins on the block. This person 
(people?) is pretty bold to be breaking in while neighbors are out and about. 
Plus he is now going in via the second floor.

Not sure. The window they got in last night was accessible if you climbed up 
the sun porch somehow or maybe the drain pipe. 
 
Apparently two people were arrested this morning on my block but the people who 
could possibly identify them weren't home. The police had to let them go but 
did take their names, etc. They were able to get fingerprints last night so 
that may help at some point and a detective is supposed to be assigned to the 
case to follow up on all leads.
 
I will post to the list if/when I find out more.

All -  Just to update you regarding the above. Tuesday night between 10:30pm 
and 11pm, someone tried to break into B--  D--'s house at 46xx by cutting the 
window screen on a second floor front open window. B-- was at home. The dogs 
started barking and scared the person off. The burglar then apparently rang M-- 
 M--'s bell to see if anyone was home. M-- was and the person left.  Tonight 
at approximately 7:30pm, R-- noticed a man lurking in the bushes outside S--'s 
house (46xx) and looking into the windows, etc. He called the police but the 
man left before they came and did not break in. Around 8pm L-- and I spotted a 
man running from J--'s house at 46xx. We called the police and it turns out 
J--'s house was broken into. It appears the person entered by cutting a screen 
on a second floor front window. I am not sure what was taken. The descriptions 
of the men from Tuesday night and tonight differ slightly. What I got from 
Tuesday is a black male, tall and lanky. The person I saw tonight was about 
5'7''-5'8, dark black male with dark short hair and a light t-shirt. He had 
some sort of bag that was black with orange.  The police said to call 911 if 
you see anything suspicious, no matter how small you think it is. Explain that 
there have been break-ins on the block. This person (people?) is pretty bold to 
be breaking in while neighbors are out and about. Plus he is now going in via 
the second floor.

[UC] House breakin on 4600 Block of Osage Avenue

This evening, Sunday July 22, sometime between 6:00 and 8:00 pm, our neighbors 
 and  had their house burglarized. The burglars got entry by poking 
finger sized holes in the locked screen of the open first floor window that 
faces Osage Avenue. Once in, they took several valuable electronic items but 
left other things untouched.   This sounds vey much like what happened a few 
weeks ago to a couple on the 4700 block of Osage -- entry through a front 
window screen, took mostly electronic things -- and in daylight no less. 
It's so, so frustrating and upsetting when things like this happen. Please be 
cautious and use your alarms and locks...

We used ECI as well and were very pleased with their work. Even though they 
started two days late, they finished on time and were very neat, considering 
they were digging into plaster walls and ceilings. They have done lots of 
houses in the neighborhood.

 referral  fee on my next annual maintenance if you end up going with him.  
 As for changes in house value, perhaps one of the list's real-estate  
 experts can comment. What I will note is that if the city ever gets  around 
 to doing re-appraisals of houses, a central air system will  certainly 
 affect the appraised value...and the use of satellite  photography in the 
 appraisal process will make it obvious that you've  installed such a

You can recycle plastic bags at the entrance to the Acme at 20th  Oregon. 
There are probably other grocery stores that have bins as well.
 
Also, on a related note - IKEA has a recycling bin near the cash registers 
where you can recycle batteries, light bulbs, etc.

[UC] Recycling Question

lids of any type (plastic, metal, etc.)

about 5'6 or 57) on our street (4600 block of Larchwood) walking with a
rotweiller dog, off the leash.  This was the second time he was seen
lingering on the street and appears to be up to no good (i.e., possibly
casing houses).  I would suggest that everyone keep a look out for him.
Andy, Sam, perhaps you would be interested in taking some vigilante action
while exercising your Second Amendment rights?

reliable and do good work. We got storm windows installed but they 
specialize in replacement windows, wood and otherwise.

We inherited our system from Chalmers Security (215/342-5625) when we bought 
our house. We have been very pleased with their service thus far. When we 
first moved in we had some issues and they were very prompt in coming out to 
troubleshoot, etc.
