Is there a place to get water ice in the 40th-52nd street area?  All
of the places I used to go in previous years (Cafe La Naz, that
clothing store on 45th and Baltimore, the ice cream shop on 52nd and
Pine) are closed.   Now I usually go to Fred's at 54th and Chester.
Are there other nearby options?

What I'm trying to understand about the investigation is, to be blunt,
what's taking so long?  It's not as though UCD is investigating an
international money laundering ring, or whether string theory really
does reconcile different schools of physics.  They're trying to figure
out whether campaign signs were put up at a rally, and if so, who
requested them, and who put them up.  I think that's part of the
frustration that some people are expressing.  What does another week
teach you about the incident that you didn't know a week ago?  Clearly
at this point they have interviewed the key players and have
(probably) competing views of what happened.  Now what?

Moving on...

One possible outcome could be, hypothetically, for all parties who
can't imagine life without John Fenton to create a corporation, the
University City Clean-n-Safe Co., and to pool the money they would
otherwise have given to UCD into this new organization.   The new
company would give Fenton a handsome raise and hire him a small crew.
My impression is that John Fenton is singlehandedly more valuable to
the neighborhood than is the rest of UCD combined, in terms of
concrete action and an accumulated network of connections.  I can even
imagine people who would not want to donate to UCD being persuaded to
donate to UCC-n-S.

Just my opinion, I'm not trying to hate on UCD here.

Good morning everyone,

There is a newer draft of the BID plan on the UCD website:

It expands on the previous skeletal document and contains more
specifics.  It's dated March 13, 2007, so I'm sorry if this is old
news to everyone, but I don't remember having seen mention of it on
the list.

It was apparently launched on Feb 22, 2006, but so far has no discussion.

As long as the church invited all of the candidates to their rally and
offered them all equal time with equal terms, they should be in the

[UC] self storage

necessary) self storage facility in the area?  It doesn't have to be
in West Philadelphia, but somewhere within a few miles would be good.

We had several pieces of mail, including packages with delivery
confirmation, stolen from our porch about two years ago.  This went on
for several weeks.  We asked the mail carrier not to leave mail on the
porch.  We put a sign on our door explaining that stuff was being
stolen and instructing the mail carriers and delivery people not to
leave packages or oversized mail when we weren't home, hoping that
would solve the problem.  It worked for the private carriers -- UPS,
FedEx.  But the USPS continued to leave mail and it continued to
disappear during the day.

Eventually we complained to the local postmaster.  Our mail carrier
must have gotten an earful because he HATED us after that.   Refused
to look us in the eye.  But it worked; we stopped having packages left
on the porch.

So step 1: talk to the mail carrier in person and explain the
situation.  Step 2: perhaps a visual reminder, like a sign on the
door, until the problem stops.  Step 3: call his/her boss.

You may be thinking of Scarecrow Hill, a certified organic CSA that
had a pickup at Calvary two or three years ago.  I split a share with
a friend and we both thought the quality was excellent.  I believe
that they were transitional at the time; their website now says that
they are certified:

My favorite was the fresh garlic we got almost every week.  Can anyone
recommend a local spot to get a variety of garlics, especially fresh
ones?  I've checked the obvious spots (Reading Terminal, Italian

work.  We recently had work done by Kada and Sons, Inc.  Posting the
details of the horrendous experience doesn't seem necessary, but I can

say about the whole ordeal is, do not call them for any reason.  Do
not invite them into your home for an estimate.  And whatever you do,
don't hire them to actually do any work on your chimney.

No!  If it's a CRT monitor, it has a few pounds of lead in it.  If
it's a newer LCD monitor, it has mercury in it.  Either way, if it
winds up in a landfill, it's bad news.

Recycling or donating your old monitor is the way to go.  But, in
choosing a recycling company, it probably makes sense to ask what they
actually do with the monitor after you pay them to take it.  Many
(most?) so-called recycling companies actually just ship the dangerous
parts of the monitor over to Guiyu, China or some other place where we

out of the basement for the first time this year.  But where to sled? 
Clark Park is fun if for no other reason than the chaos you get
anytime you mix kids and snow, but the sledding there leaves something

unimpressed with Cavalier's desire to retain its customers.  They just
don't seem to care.

It's been a long time since I've been in a cab, but it used to be that
many cabs had a photocopied map of center city taped to the plastic
divider.  The map showed the boundaries of what qualified for the $20
ride from the airport.  It may even have been a requirement that it be
posted in every cab.

(The last time I was in a cab, the driver had one of those hacked
meters that increments too quickly, when he jiggles something under
the steering wheel or whatever.  I was so shocked at how brazen he was
in using it that I temporarily swore off cabs.)

They are privately employed but they do have full law enforcement powers.  They 
can issue citations and make arrests.  They are also able to carry firearms on

That branch has been robbed 10 times in eight years.  The police were
supposed to
be a temporary measure in order to beef up security after a January
robbery.  The
security guards Commerce had hired were proving ineffective, so the
police stepped in

So your solution is to allow our recreational facilities to fall into

There are certainly ways to cut city spending and promote fiscal
responsibililty, but this isn't the place to start.  (Slowing the
growth of fringe benefits in city contracts would be a good start IMO,
not to mention PGW reform.)

 municipal bond rating again has gone down, which means we will now have to
 pay more interest on the offering.

Possibly, although it depends on whether we are also downgraded by
Moody's and SP.  AFAIK, there has been no announcement from either of
those two agencies.

Last year on the 4600 block of Hazel, we got (rough estimate) two
hundred trick or treaters.  It caught us by surprise -- it seemed like
a marked increase over previous years.  We actually ran out of candy
somewhat early.  And actually now that I think about it, we probably
got a number of repeats, since our candy selection was top-notch.

But anyway, if you're looking for some Halloween action, swing by our
block and surrounding blocks (and apparently SOBA also).  I always get
caught off guard by how early trick-or-treating starts around here. 
By the time I get home from work around 5:30, the kids are already
starting to come by.

Yep, it's gonna be a bowling alley.  (I guess bowling is officially
funky again.)

There's another orange zoning placard in the window next to the Video
Library.  This one mentions a bowling alley.  I wonder how many lanes
they'll be able to fit in that space.

The placard also says no dancing -- I guess that means no disco
bowling :(

Yesterday I noticed a liquor license transfer notice in the window of
the old Urban Outfitters warehouse on the 4000 block of Locust.  The 
new owner was listed as UC Strikes but the notice didn't say anything
about what the property will be used for, except that there will be a
restaurant involved.

Based on the name and the size of the building, could it be a bowling
alley?  Anyone have the scoop?

Every time I hear about an unlicensed station getting shut down, it
makes me miss the wonderful WPPR (West Philadelphia Pirate Radio). 
This FCC raid story has to be one of the weirder ones I've heard,

  The FCC yesterday shut down Pennsauken, NJ-based El Sol 95.3, which 
  began broadcasting 24/7 in January and could be heard throughout the 
  Philadelphia area. According to AP, federal authorities seized 
  equipment from the station, which had been the subject of repeated 
  complaints from stations with similar frequencies located throughout 
  the region. A group called The Moors operated El Sol, and the group 
  claimed that U.S. laws do not apply to the group's members because 
  they are indigenous Americans who, they claim, have lived on the 
  continent since the beginning of time. A man representing the station 
  told a visiting FCC field agent in January that El Sol was authorized 
  under the Great Seal and offered a homemade document signed by 
  Queen Ali, according to a federal civil complaint filed May 17 in a 
  Newark, NJ U.S. District Court. Members of the Moors, also known as 
  the Al Moroccan Empire, were in summer 2003 accused of operating a 
  money fraud ring.

[UC] tenants community group?

Is there a local community group specifically interested in
representing interests of tenants in the area?  I know there are many
homeowner organizations, and homeowner-dominated block associations,
etc.  But on some issues, the concerns of tenants aren't going to 
mirror the concerns of landlords and homeowners, and lately I've been
feeling that perhaps tenants should put up more of a unified front
where applicable.  

If there isn't such an organization and you're interested in helping 
to start one, drop me an email off-list and we can brainstorm.

[UC] cyclical cicadas

This summer, the cicadas that emerge once every 17 years will be 
appearing on the east coast, apparently covering the area north 
of here all the way down to Georgia.  

For anyone who lived in West Philadelphia 17 years ago: do we get
these cicadas here?  I know they usually inhabit (and eat) forests and
wooded areas, but I'm not sure how densely wooded the area needs to be. 
Would Woodland cemetary qualify?  How about Bartram's?  How noisy does
it get when the cicadas are out in full force?

I'll second the Allegro's recommendation.  Their pizza is actually
quite cheap -- if you pick up the Coupon Clipper magazine, there's a
coupon for two medium pizzas for $11.99.  The tomato pie is 
excellent for the non-dairy folks.  

Their pizza has a thinner crust than the usual West Philly pizza 
(Colonial, Wurst House...).  I think the thicker crusts are usually
too buttery for my taste.  

They're right on the corner of 40th and Spruce and they deliver to 
47th and Baltimore, usually within 30 minutes.

Pardon my ignorance, but I've lived here for years and have never been 
able to figure out what Dickens' connection to this area was.  Did he
visit the area, or is there some Dickens book I haven't read that talks
about Spruce Hill?  How did the neighborhood come to have this statue?

[UC] (the former) azalea court

[UC] storm drain cleaning

We'd like to get our storm drain cleared before the big storm hits
later this week.  I think that all we need is a basic drain snake
operation, but we'd like to hire somebody to come take a look and 
do the work for us.  

My first thought is Roto-Rooter, but is there someone local that 
could do this for us, on fairly short notice?  The list archives 
have a reference to someone local, but there's no name or contact
info for that person.

True, but so would, say, a casino, or a strip club.  Just because
money's coming into the city doesn't necessarily mean there's a net
positive here.  We need to get a little more out of the deal than 
we're getting.

I think in exchange for letting the Hack folks block off our streets 
and wake us up in the middle of the night, we should all get to use 
their giant bathroom trucks.  Those bathrooms are palatial, and they
assuredly have better water pressure than my lackluster shower.

and what were considered the original boundaries?  How has it changed

perspective.

Restrictions necessary for historic preservation may also be
permitted even if they impair installation, maintenance or use of the
antenna. To qualify for this exemption, the property may be any
prehistoric or historic district, site, building, structure or object
included in, or eligible for inclusion on, the National Register of
Historic Places. In addition, restrictions necessary for historic
preservation must be no more burdensome than necessary to accomplish
the historic preservation goal. They must also be imposed and enforced
in a non-discriminatory manner, as compared to other modern structures
that are comparable in size and weight and to which local regulation
would normally apply.

Al Krigman forwarded the response from the PHC which indicates that
they DO regulate the placement of satellite dishes.

At any rate, we were planning on putting the antenna on the roof or
the back of the house, not on the front, so it would seem that their
regulation swouldn't apply to our case.

[UC] historic timetable

I've heard that the historic district application was submitted
(coinciding with our very own Historically-themed Mural!) to the
commission.  What is the timetable now?  Am I right in thinking that
the decision process is now out of our (i.e., local residents') hands,
and that the commission will now hand down a decision?  Or is there
still a chance to voice approval or disapproval?
