One of the bloggers stated that the police have a 10PM weekend curfew for a 
certain radius around campus. (link Ray provided)

Can anyone confirm this and give details of the profiling?


I thought I saw something like this a year or two ago, during the summer, at 
the 40th St. el stop.  As I got off, it seemed like a large group of peaceful 
students were being herded on.  It seemed like an odd display of force since I 
hadn't heard of any specific trouble the next day. (I didn't feel threatened by 
the teens, but the cops looked intimidating.) 

Is this latest incident a reaction to an ongoing police policy around Penn?  

I hope some real journalists can talk to some of these teens who were peaceful 
members of this so called flash mob.  I know many schools for poor students are 
now treating teens like pre-convicts.

During the teen years, poor kids first become painfully aware of their place 
and future in society.  A ring of riot police around campus may be like 
gasoline on the fire.  Our upscale shopping district may be directly in the 
middle.

Walnut to 42nd and Pine streets, are currently under
investigation, according to spokeswoman for the Division
of Public Safety Stef Cella.

An eyewitness and College sophomore, who requested
anonymity due to the sensitive nature of the issue, said
that a Penn student was attacked that night. Around 42nd
and Pine Streets, between 10 and 11 p.m, “there was a
group of about 30 or 40 late middle-school, early
high-school kids walking in the opposite direction,” he
said. Without provocation, one of them “sucker-punched”
his friend, an Engineering sophomore, in the face.

“The kid screamed ‘black power’ after it happened,” the
College student said. Then, “they kept walking, and we
kept walking” in opposite directions, he added.

Similar events were reported that evening, though it’s
still unclear how or if any of them are connected. Cella

Things like this can happen anywhere, but;
 
We need good public schools, public parks, recreation centers, and libraries with responsible adult interactions.  We do not need more cameras to fool upscale consumers.

It's not clear what started the fight, but cops were able to get the 20 to 30 kids, ranging in age from 12 to 17, out of the arcade and disperse them, Walker said.
 
But shortly after, at 40th and Market streets, as the kids were walking toward public transportation, another fight broke out, and someone pulled a gun and started shooting, Walker said.
 
Cops nearby heard four or five gunshots, and a 14-year-old boy, whose identity has not been released, approached a uniformed officer and told him he'd been shot in the arm, police said.
 
Cops could see blood running down the boy's sleeve, but it wasn't until he was taken to the Hospital of the University of Pennsylvania that it was discovered that he'd been shot twice in the arm and that one of those bullets entered his side and collapsed his lung, Walker said.
 
He was taken into surgery immediately and remained in critical condition yesterday. Police have been unable to speak with the victim because he has been sedated, Walker said.
 
Police said that there are a lot of surveillance cameras in the area and that they are going through the tapes looking for what sparked the second fight and who fired the shots that hit the teen.
