Dear Lorna,

Statistically, only 1 in 10 people affected by noise actually complain
about it.  I'm sure plenty of people are also adversely affected by
this particular dog, but we now live in a society where people who
complain about noise are looked at as "the bad guys."  (To the extent
that a film director was murdered over a noise complaint:

Barking dogs are the number one noise complaint in all urban (and
suburban) areas.

You should check out the Noise Pollution Clearinghouse, as well.  It's

I would personally dial 311 and make official complaints with the
address and the name if you have it, so it's officially on record
somewhere.  Down the road, that might be useful.  My dad has made
complaints about a neighbor dog and his city sent someone out to the
offending neighbor's house to question her.  Not sure if that's how
Philly works, but I do think that noise pollution control is important
to the Nutter administration.

Put some large speakers on the window.  Find the most obnoxious (to them)
piece of music you can find.  As soon as the dog starts barking fire the
sound guns.  Stop as soon as the dog stops.  Repeat.

Any ideas what can I do about a dog who barks non-stop and neighbors who talk 
about my mother's parenting of me when I ask them to keep him quiet? Can I call 
the cops - will they help? This starts at 6 am. Is there a noise ordnance in 
Philly before 8 am or so? Who can help - I'm getting ready to go postal on this 
dog.

They say it's not a problem because I'm the only one who complains. Well, duh, 
I'm the one who lives closest to them and he's barking into my open windows. If
