[UC] smashed car window
My rear vent car window was broken between 10 and 10:30 PM Thursday. The alarm went off and nothing was taken .the door had been opened. Note: there is nothing visible in the car. Friday Night / Saturday Morning, I observed a suspicious looking African American Male, short hair, dark clothing, dark backpack, White IPOD ear buds and large diamond style stud ear-rings (think 4 carats). He was watching a neighbor unload her car from behind a tree. I was concerned enough that I grabbed a flashlight and my cell phone. He was hanging next to a jeep with his bicyle and finishing a cigarette. For a minute I assumed that he was going finish up his cigarette, fold up his bike, put it in the jeep and drive off. Instead he walked around the jeep looking in the windows. Got on his bike and pedaled up the street looking in car windows. It concerned me but not enough to call the cops. I thought maybe it was just my imagination. Saturday morning we discovered that a friend's car on the same street had been broken into. They took out the smaller right rear passengers window with a screwdriver prying between the window gasket and the glass. As far as we can tell so they took some CD's, change and a 12 volt air compressor from the trunk. You can never really tell what is gone until you need it though... The police took a phone report (they called my friend back in 30 minutes after the 911 call.) They told us that they do not come out and investgate. If we wanted a copy of the report we could pay $35 or visit the phila.org website. The cost of the window or the missing contents will hurt, but not as much as making an insurance claim. The fact that the police did not come out and investigate - even for just a minute - is disturbing: 1. Victims are not reassured that if they call the police that the police will actually come. 2. Individuals can commit these crimes without fear of being investigated. 3. The police are not observing the method of break in to seek out patterns. 4. Police are not visiting neighbors to see if they saw anything suspicious. I was on the porch interacting with some neighborhood cats around 4 or 5 this morning and didn't notice anything wrong. Since both movies are missing, I'm guessing this happened in broad daylight. The 18th Precinct (55th Pine) which covers our area has: a) A community relations officer (I think his name is Fitzgerald) b) Community meetings once a month (I'm not sure of the date). May I suggest that since you made the original call, you call Officer Fitzgerald (or maybe it would be better to ask for the community relations officer) since my recollection of the name might be faulty, and ask how we can lodge a complaint about this. I think it would have been more disturbing if they had failed to answer a call of suspicious activity and missed an opportunity to prevent a crime from happening. It's not clear what sort of investigation you would have liked to have seen after the fact, but I'd be surprised if they canvassed neighbors or tried to process the car for evidence. And I can't say that I'd argue with the wisdom of prioritizing their time in that way. As to the perpetrators, again, what we want to have them worry about is getting caught in the act or immediately afterwards, not through a detective investigation. On the heels of a smashed car window rampage across the whole area a few weeks ago, two were busted out in my fenced-in-and-gated (well-lit, too, but we know how much good that does ... it may be a good example of lights helping the perps) parking lot last night (45th just south of Walnut). Several cars were parked overnight. Only two were touched -- both higher-end vehicles. I don't know if there's any precautions anyone can take -- other than to be sure there's nothing even hinting being worth taking left in view. (Whether this applied here, I don't know). I remember when Al Krigman first moved onto 45th Street and eventually forced all the people who had been parking in that lot to get out or pay a fee.
