I called the main City Hall number, thinking I would get transferred to a working water dept line. Instead, when I asked for the water dept, the operator said "I may have the information you need. Are you calling from West or Southwest Philadelphia?" And then he proceeded to tell me what happened and what was being done.
 
The number is 215-686-1776.
 
And, of course, an advisory website would be a good idea. naybe using the bulletin board (blog) technology used by FOCP to make it simple to get announcements posted in seconds.
