I agree.  As a biker I find it very dangerous when the bike lanes are used
as loading zones.  Its not easy to have swerve around cars parked especially
where there are trolley tracks.  One wrong turn and your wheel is stuck in
the trolley track and you're down.  Also I don't understand why at the Wawa
at 38th and Spruce they did not install a loading zone when they redid the
street.  They made the bike lane plenty wide enough for cars to park there
and block the bike lane.  Funny I always see cop cars parked there.  The
bike lanes are great when they are clear for bikers but as Richard said its
more dangerous when they are being parked in.

 I also noticed UPENN police hassling those who are riding on the walkways.
 What UPENN police should be doing is keeping the bike lanes clear on

  locks may be cut and bikes confiscated if they lock to a parking meter
  on public sidewalks. It is not known where the directive came from and
  is particularly puzzling since UPENN is a partner in the Share the

  Section 3509. Parking.

  (1) A person may park a pedalcycle on a sidewalk unless prohibited or
  restricted by an official traffic-control device. (IE Streets Dept or
  PennDOT depending on who maintains the street, not UPENN)
 
  (2) A pedalcycle parked on a sidewalk shall not impede the normal and
  reasonable movement of pedestrian or other traffic.
 
  The Bicycle Coalition's Advocacy Committee has been notified of this
  issue and is working on stopping this practice.

Simple answer -- PennDot ran out of drugs.

If you look at the so-called bike-lanes and other cute traffic lines 
in the area, you quickly realize that they were designed by somebody 
higher than a kite or simply a raving loon.

No lucid person would ever come up with the weird markings and lane 
shifts along Chestnut and Walnut Streets. (Spruce seems to be somewhat 
consistent.)

90% of the world thinks that the weird lane on the right is simply 
another vehicle lane, unless there is somebody parked in it.

Conceptually, they may be intended to modify the flow of traffic, but 
in reality, the only thing that does that is solid concrete... and then 
only if it is high enough to hang the undercarriage of a 40 footer.
