Same problem. Ubuntu 8.10 32bit, Gnome 2.24.1, FUSA 2.24.0
Boot - Login A - Switch(Login) B - Switch A - Switch B doesn't work.
Workaround1: Gnome Menu - Log Out A - (Dialog) Switch User.
Workaround2: Ctrl+Alt+F7 - switch to A, Ctrl+Alt+F9 - switch to B.
While trying to switch using FUSA have next lines in syslog:

Seems like FUSA lost some info about VT.
