I wonder how it follows conditional filters in our config.txt. If it follows a [PI0] directive, it will get an armv6 kernel. But you should be able to use the [board-type=0x12] filter to get the board. I changed the dtb files and bootcode bin, that made no difference. I then copied over the fixup and start files. No luck with those. Sorry, I have to leave this now. The dtb files are not often changed. So it's worth a shot. I would look at the rest of the firmware files. I assumed you tried without the dtb file first? Perhaps if you have the dtb, then you also need the rest of the new firmware files too. What version is the RaspiOS kernel? The only change in raspi's github was adding the DTB file. Unless they snuck in changes earlier and just didn't tell us why.
