After installing Silverlight 2 - one must re-start the browser!! Nope, the camera location is far east of the Eiffel - you can see it in the upper right of the full frame. The tall buildings on the horizon are in the La Defense area, looking west. You can see part of the big arch if you zoom in all the way. What allows this incredible zooming capacity?
