I think you may have a data centre defined in the strategy_options for the keyspace that does not have any nodes in it. Check the dc names in the create keyspace statement match the names in your cassandra-topology.propeties file (assuming you are using the PropertyFileSnitch), or that you have nodes assigned to all dc's.
