I tried deleting and re-add the picture and move it a few times on Safari
and I could not experience any significant delay or difference to using
e.g. Chrome or past versions of OpenMeetings.

But I don't see the bug/effect you describe. There is no delay. And also
moving the picture is fine in Safari.
